Delete operator was shared for strips and retiming keys, which was not
ideal. Operator logic relied on invoke function setting proper context
which was also hidden from users.
Split these operators and make dedicated operators for removing retiming
keys - `SEQUENCER_OT_retiming_key_delete`.
This operator returns `OPERATOR_CANCELLED | OPERATOR_PASS_THROUGH` if
executed in non-retiming context, or no key is selected.

Add new ID_IS_EDITABLE macro that checks if the ID can be edited in the
user interface. Replace usage of ID_IS_LINKED where it is used with this
meaning.
Also add a corresponding ID.is_editable property for Python.
This prepares for the ability to edit some linked datablocks for brush
assets.

Sequencer timeline displays red tint & appropriate icons for strips that are
missing media file (images, movies, audio, or meta strips that contain such).
Sequencer preview and rendering displays missing media strips as magenta,
similar to missing textures elsewhere in Blender. This is on by default,
sequencer view settings have an option to turn it off.

An uninitialized `msg` string could be passed into ED_area_status_text
however the argument wasn't used when the area was null.
Even though this isn't a bug it relies on the `area` check in the
implementation to ignore the uninitialized argument.
Simplify logic by returning early when area is null.
When adding strips that generate image on their own, while 3 or more
strips are selected, it emits error. This was caused by incorrect
handling of this case in `seq_effect_find_selected()`. If effect has no
inputs, function should return early.

Although the information displayed in the status bar is strictly
speaking reports, it makes sense to translate them using the Interface
setting instead of Reports, as the tool names and stats terms are
also translated in other UI places (toolbar, menus).
This change includes status bars statistics and keymaps, and viewport
statistics.
The change is quite extensive as it is all or nothing. Translating
keymaps using Interface means some status messages will include them
indirectly, and thus cannot use Reports without having a weird mix of
original and translated words. In turn, having only some messages
translated would be even more confusing.
The result is that all messages related to input are now translated with
Interface, which I think also makes sense.

`UUID` generally stands for "universally unique identifier". The session identifier that
we use is neither universally unique, nor does it follow the standard. Therefor, the term
"session uuid" is confusing and should be replaced.
In #116888 we briefly talked about a better name and ended up with "session uid".
The reason for "uid" instead of "id" is that the latter is a very overloaded term in Blender
already.
This patch changes all uses of "uuid" to "uid" where it's used in the context of a
"session uid". It's not always trivial to see whether a specific mention of "uuid" refers
to an actual uuid or something else. Therefore, I might have missed some renames.
I can't think of an automated way to differentiate the case.
BMesh also uses the term "uuid" sometimes in a the wrong context (e.g. `UUIDFaceStepItem`)
but there it also does not mean "session uid", so it's *not* changed by this patch.

The previous commit introduced a new `RPT_()` macro to translate
strings which are not tooltips or regular interface elements, but
longer reports or statuses.
This commit uses the new macro to translate many strings all over the
UI.
Most of it is a simple replace from `TIP_()` or `IFACE_()` to
`RPT_()`, but there are some additional changes:
- A few translations inside `BKE_report()` are removed altogether
because they are already handled by the translation system.
- Messages inside `UI_but_disable()` are no longer translated
manually, but they are handled by a new regex in the translation
system.

Along with the 4.1 libraries upgrade, we are bumping the clang-format
version from 8-12 to 17. This affects quite a few files.
If not already the case, you may consider pointing your IDE to the
clang-format binary bundled with the Blender precompiled libraries.
When slipping meta strip, effect position was not updated. These updates
are limited to VSE core code, so function `SEQ_time_slip_strip()` was
added to resolve this issue.
This also simplifies operator code, so it does not have to deal with
recursion and doesn't need to hold quite detailed strip state for when
operator is cancelled.

When editing inside a meta strip, running the "Set Color Tag" operator
would set the color tag of the top-most meta strip, rather than that of
the intended strip.

This is a smaller rewrite/refactor of the VSE copy paste code to use the file copy buffer logic that is used in other places of Blender.
This makes Blender able to copy paste between Blender processes.
It can also paste successfully after closing and reopening Blender.
Other than that, the functionally should remain the exact same as the current copy paste operator with one exception: Scene strips does not retain their scene pointer when pasting into the same file.
This is to make it consistent with how it was before when copy pasting between .blend files.
(The scene data for the scene strips were never copied in when doing that)
Logic for pulling in or linking scenes into new or current files are purposely left for later when a proper proposal of how this would work in a nice fashion is done.
Now the strip data gets copied either fully or partially besides for scene strips. There only the script data gets copied and not the scene data.
If there is a audio/video data block of the same name as in the paste data, it will be reused to reduce potential duplication of data.

The split frame logic actually became inverted in the update:
when the cursor position is true, then the frame is supposed
to be initialized in the invoke().
The menu does not use cursor position, so the code path where
the frame is retrieved from the RNA properties was used, and
the frame was never initialized in that case.

Use `VectorSet`, `Vector` or `Span` instead of `SeqCollection` struct.
It is now possible to use native `for` loops and `SEQ_ITERATOR_FOREACH`
macro can be removed.
Another feature is, sets of strips no longer needs to be freed. However,
this poses a limitation, that query functions can not be used in case,
where these sets need to be available outside of scope where they are
created.

This is because the menu entry was using different operator
properties from what the shortcut is defined for. It was needed
to make it so an operator which is called from the menu does not
have dependency on the mouse location.
Now it is achieved by resolving MOUSE side to RIGHT from the
operator's exec().

Currently retiming is quite awkward, when you need to retime multiple
strips strips in sync. It is possible to use meta strips, but this is
still not great. This is resolved by implementing selection.
General changes:
Gizmos are removed, since they are designed to operate only on active
strip and don't support selection.
Transform operator code is implemented for retiming data, which allows
more sophisticated manipulation.
Instead of drawing marker-like symbols, keyframes are drawn to
represent retiming data. Retiming handles are now called keys. To have
consistent names, DNA structures have been renamed.
Retiming data is drawn on strip as overlay.
UI changes:
Retiming tool is removed. To edit retiming data, press Ctrl + R, select
a key and move it. When retiming is edited, retiming menu and
context menu shows more relevant features, like making transitions.
Strip and retiming key selection can not be combined. It is possible to
use box select operator to select keys, if any key is selected.
Otherwise strips are selected.
Adding retiming keys is possible with I shortcut or from menu.
Retiming keys are always drawn at strip left and right boundary. These
keys do not really exist until they are selected. This is to simplify
retiming of strips that are resized. These keys are called "fake keys"
in code.
API changes:
Functions, properties and types related to retiming handles are renamed
to retiming keys:
retiming_handle_add() -> retiming_key_add()
retiming_handle_move() -> retiming_key_move()
retiming_handle_remove() -> retiming_key_remove()
retiming_handles -> retiming_keys
RetimingHandle -> RetimingKey
Retiming editing "mode" is activated by setting `Sequence.show_retiming_keys`.
