Rename modules in `./scripts/modules/` to use an underscore prefix to
make it clear they aren't intended to be part of public API's. This
also means there is no implication that these modules should be stable,
allowing us to change them based on Blender's internal usage.
The following modules have been marked as private:
- `animsys_refactor`
- `bl_console_utils`
- `bl_i18n_utils`
- `bl_previews_utils`
- `bl_rna_utils`
- `bl_text_utils`
- `bl_ui_utils`
- `bpy_restrict_state`
- `console_python`
- `console_shell`
- `graphviz_export`
- `keyingsets_utils`
- `rna_info`
- `rna_manual_reference`
- `rna_xml`
Note that we could further re-arrange these modules
(under `_bpy_internal` in some cases), this change is mainly to mark
them as private, further changes can be handed on a case-by-case basis.

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

rephrase unclear description.
- "Custom light falloff curve" : unrelated to lights, used in Grease
Pencil modifiers.
- "Grease Pencil layer assigned to the generated strokes": rephrase
because a GP stroke is assigned to a layer, not the other way
around.
- "Attribute domain where the attribute domain is stored in the
simulation state": remove second "domain" (typo).

This commit implements described in the #104573.
The goal is to fix the confusion of the submodule hashes change, which are not
ideal for any of the supported git-module configuration (they are either always
visible causing confusion, or silently staged and committed, also causing
confusion).
This commit replaces submodules with a checkout of addons and addons_contrib,
covered by the .gitignore, and locale and developer tools are moved to the
main repository.
This also changes the paths:
- /release/scripts are moved to the /scripts
- /source/tools are moved to the /tools
- /release/datafiles/locale is moved to /locale
This is done to avoid conflicts when using bisect, and also allow buildbot to
automatically "recover" wgen building older or newer branches/patches.
Running `make update` will initialize the local checkout to the changed
repository configuration.
Another aspect of the change is that the make update will support Github style
of remote organization (origin remote pointing to thy fork, upstream remote
pointing to the upstream blender/blender.git).

This patch fixes many minor spelling mistakes, all in comments or
console output. Mostly contractions like can't, won't, don't, its/it's,
etc.

- after talking with brecht, changes keys prefixes with "is_pressed_alt" and so on if readonly and "pressed_alt" if not readonly
- updated the rna_cleaner.py with real prefixes and keywords so it's clear what it is being used

Basically after you run this on a original file, the script produces 2 file .txt and .py that you can edit.
You can skip to edit things liek "changed" or "same" or check if the "to" field is correct or not.
When you re-run this script it will check these thigns and will produce a consistent output file again.
Also, you can sort lines at will.

Do quick modification to important fields like 'to' and don't care about fields like 'changed' or 'description' and save.
The script outputs 3 files:
1) *_clean.txt: is formatted same as the .txt input, can be edited by user.
2) *_clean.py: is formatted same as the .py input, can be edited by user.
3) rna_api.py is not formatted for readability and go under complete check. Can be used for rna cleanup.
