This change brings the following improvements on the user level
- Support of GPUs with gfx12 architecture
- New HIP-RT library which in addition to the gfx12 support brings
various bug-fixes.
The known limitation of gfx12 is that OpenImageDenoiser does not yet
support this GPU architecture. This means that while Cycles will use the
full advantage of the gfx12 (including hardware accelerated ray-tracing),
denoising will only be possible on CPU, or secondary gfx11 or below GPU.
This is something that requires a change in OIDN and it is to late to do
it for Blender 4.4, but it is something to look forward for Blender 4.5.
The gfx12 changes for the pre-compiled kernels is rather trivial,
so it comes together (in the same PR) as the bigger HIP-RT change.
On the development side this change brings the following improvements:
- One step compile and link (much simpler CMake rules)
- Embedding BVH binaries in hiprt dll (which makes it easier to package
and load, without relying on special path configuration)

This change uses a symbol map to hide PugiXML symbols from MaterialX libraries
when dependencies are built. This avoids conflict with symbols from pugixml.a
used by Blender for the Grease Pencil SVG exporter.
The root cause of the conflict has been addressed upstream:
https://github.com/AcademySoftwareFoundation/MaterialX/pull/1944
However, the patch does not cleanly apply on 1.38, and it not cleat when the
next 1.39 is released. Additional complication is that reportedly USD does
not yet support MaterialX 1.39.
This fix is only for Linux. Similar thing can be applied on macOS, however so
far I could not reproduce the issue on macOS.

IGC 1.0.17384, ocloc 24.31.30508, which:
- add support for Battlemage and Lunar Lake GPUs
- recover from recent performance regression on Linux
- allow to drop older work-around
(9d5164d472) and need for a patched
version on Windows
- ocloc now needs "dg2,mtl" naming for fat binaries.
opencl-clang patches don't get applied anymore by igc build scripts
when llvm is not a git repository, hence I could also drop we can drop
current patch disabling patching.
I've only slightly pushed min-driver-version updates after carefull
testing, instead of jumping to the same version as ocloc as we use to.

Flex's bundled configure depended on aclocal-1.15 which has been
updated to 1.16.
Resolve by regenerating configure files on Linux which in turn adds a
new dependency on texinfo.
Exceptions:
* Links to personal wiki pages
* Pages that are not in the new developer docs yet (like Human Interface Guidelines)
* tools\check_wiki\check_wiki_file_structure.py needs a refactor
WESTON is used when WITH_UI_TESTS is enabled.
Note that the system WESTON installation can be used by setting
WESTON_BIN to a path on the users system.

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

Use a MAKE wrapper for 'make deps' on Linux that ensures dependencies
are built one at a time. This is preferable because building many
dependencies at once made troubleshooting impractical and had the
downside that large deps such as LLVM would bottleneck on a single core.
This may be used for macOS, so far it's only tested on Linux.
- Include libxkbcommon headers: needed for building Blender with Wayland.
- Remove Wayland libraries (now wayland is built locally).
- Split up packages into two lists, one for building libs,
another for building Blender - since it's useful to be able to build
Blender, testing the libs work as expected.
- Prefer bash over sh to so it's unambiguous which features can be used.
- Use array syntax to specify main package list, allowing to comment
why packages are required and making git-blame easier to track down
commits that add/remove packages.
- Add license header.
Add a script to set up a Linux CentOS 7 machine so that it can be used
to build the precompiled libraries for Linux.
