e52f85b33c Cleanup: move Python's GIL ensure/release to the function start/end
Avoid errors accessing state without the GIL (#127767) by moving
GIL ensure/release to the star/end of the function body.

920e709069 Refactor: Make header files more clangd and clang-tidy friendly
When using clangd or running clang-tidy on headers there are
currently many errors. These are noisy in IDEs, make auto fixes
impossible, and break features like code completion, refactoring
and navigation.

This makes source/blender headers work by themselves, which is
generally the goal anyway. But #includes and forward declarations
were often incomplete.

* Add #includes and forward declarations
* Add IWYU pragma: export in a few places
* Remove some unused #includes (but there are many more)
* Tweak ShaderCreateInfo macros to work better with clangd

Some types of headers still have errors, these could be fixed or
worked around with more investigation. Mostly preprocessor
template headers like NOD_static_types.h.

Note that that disabling WITH_UNITY_BUILD is required for clangd to
work properly, otherwise compile_commands.json does not contain
the information for the relevant source files.

094f7235bb Cleanup: replace own Py_INCREF_RET with CPython's Py_NewRef
These are both simple functions that serve the same purpose.
Py_NewRef didn't exist when Py_INCREF_RET was added to Blender.

76e7770bc9 Python API: Add link/append pre/post handlers.
The `pre` handler is called after blender internal code is done populating
the link/append context with data to be processed, and before this data
starts being linked from library files.

The `post` handler is called after blender is done linking, and
potentailly appending and/or instantiating, the requested data and all
of their dependencies.

Both handlers are called with a single argument, the link/append
context.

An new RNA sets of wrappers have been added to expose relevant info from
these internal C++ structures.

NOTE: !113658 is very similar (but tied to asset drag & drop), whereas
this PR is more general (these could probably live hand-in-hand / side-
by-side).

dc0e559cbb Extensions: remove intermediate operators for upgrade and sync
The buttons to upgrade or sync extensions called extension
operators via bpy.app.handlers, requiring awkward glue-code
which didn't show error reports in to the user.

Remove these operators and call the upgrade & sync operators directly.

fcc481a407 Render: include info string for "render_stats" handler
The "render_stats" handler now includes the message line that was
written to stdout as the first arg (using `BKE_callback_exec_string`
instead of just `BKE_callback_exec_null`).

This can be useful to track render progress (and people were relying on
parsing stdout in the past).

Was a request in chat.

This also corrects possible output from the callback being written in
between message parts in `do_write_image_or_movie` (which was probably a
mistake in 93d5e106aa).

f64f3e8524 Extensions: recursively remove custom-directories on repo removal
Even though there is a dialog users must accept when removing a
repository & directory being removed is shown, it's possible users
assume this only removes files which are part of the repository after
pointing the custom-directory to their home directory or similar.

Removing repositories which point to a custom-directory now only
remove packages and server meta-data to prevent accidents.

Resolves #119481.

a535524fe1 Fix #119500: Installing an Extension via dragging has no feedback
Call the install operators directly instead of using bpy.app.handlers.
Now reports from installing are in the status bar.

8564e03cdf Fix FPS menu in "Format" panel not following translation setting
The FPS menu was using a cached value which wasn't being refreshed
when translation changed.

Add `bpy.app.handlers.translation_update_post` handler which runs
when translation changes, this can be used to clear any cached UI
values.

e955c94ed3 License Headers: Set copyright to "Blender Authors", add AUTHORS
Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.

While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.

Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.

Some directories in `./intern/` have also been excluded:

- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.

An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

31cb31d736 PyAPI: add-on name-spacing for extension repositories
Support name-spaced add-ons, exposed via user configurable extension
repositories.

Directories for add-ons can be added at run-time and are name-spaced to
avoid name-collisions with Python modules or add-ons from other
repositories.

This is exposed as an experimental feature "Extension Repositories".

Details:

- A `bUserExtensionRepo` type which represents a repository which is
  listed in the add-ons repository.

- `JunctionModuleHandle` class to manage a package with sub-modules
  which can point to arbitrary locations.

- `bpy.app.handlers._extension_repos_update_{pre/post}` internal
  callbacks run before/after changes to extension repositories,
  callbacks are used to sync the changes to the Python package that
  exposes these to add-ons.

- The size of an add-on name has been increased so a user-defined package
  prefix can be included without enforcing shorter add-on names.

- Functionality relating to package management has been left out of this
  change and will be developed separately.

Further work:

- While a repository can be renamed, enabled add-ons aren't renamed.
  Eventually we might want to support this although we could also
  disallow renaming repositories with add-ons enabled as the name isn't
  all that significant.

- Removing a repository should remove all the add-ons located in this
  repository.

- Sub-module names are currently restricted to `[A-Za-z]+[A-Za-z0-9_]*`
  we might want to relax this to allow unicode characters (we might
  still want to disallow `-` or any characters that would prevent
  attribute access in code).
