Use a shorter/simpler license convention, stops the header taking so
much space.

Calculate frequency of time/frame label drawing, such that labels have
at least 10px margin and don't overlap.
Change timecode format:
- Use at least `mm:ss` format
- Don't display frames if all labels would end with +00

Event though in practice this wasn't causing problems as the fixed size
buffers are generally large enough not to truncate text.
Using the result from `snprint` or `BLI_snprintf` to step over a fixed
size buffer allows for buffer overruns as the returned value is the size
needed to copy the entire string, not the number of bytes copied.
Building strings using this convention with multiple calls:
ofs += BLI_snprintf(str + ofs, str_len_max - ofs);
.. caused the size argument to become negative,
wrapping it to a large value when cast to the unsigned argument.
This also fixes alignment issues in many editors.
E.g. the frame numbers were badly aligned to the grid lines
in the timeline.

BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

It's more useful to git-blame to find out who has developed the code.

Would write 1.04 seconds as `00:00:01,40` instead of `00:00:01,040`...
Anyway, we already have BLI API for timecodes, much better to add
SubRip timecode format there, heavily simplifies code.
To be backported to final 2.76.
- deduplicate timecode_simple_string from image.c
- replace V2D_UNIT_SECONDSSEQ with V2D_UNIT_SECONDS
- avoid possible buffer overflow bugs (sprintf -> BLI_snprintf)
- remove option not to use timecode and split into 2 functions
