There was a bug which which prevented box and lasso select to work
correctly in GP Edit Mode. It would select a nearby vertex before the
box selection.
This patch fixes it so it works with a click event,
like the default keymap, which fixes box and lasso selection.

confirmation
Deleting keyframes in the dopesheet or graph editor always required
confirmation, even if used ouside of the "Delete" menus.
Now add a "confirm" option [same as for deleting objects], which can be
disabled for immediate keyframe deletion.
This will also change the default behavior and bring this in line with
how object deletion works so there is one shortcut for bringing up the
menu/confirmation and another shortcut to delete immediately without
requiring confirmation / another click:
- Blender Default keymap: "X" for menu, "Del" for immediate
- Industry Compatible: "Backspace" for menu, "Del" for immediate

There was a weird bug in the API where a value of 0 gave a mask value of

In practice, there are only a limited number of operations we need to
use repeat such as navigation, stepping operations that cycle states
and text input.
Now we don't need to disable repeat explicitly when a modal operator
uses checks for a key being held as was needed for 17cb2a6da0.
Repeat is now included in exported keymaps.
Use versioning so existing exported keymaps are loaded properly.
This patch adds a modal key to move the selection box/lasso/line while
drawing it. It also sets "repeat": False on the animation playback key
to prevent accidental playback if the spacebar is released after the
mouse button.

The `outliner.item_rename` operator needs to decide if it should rename the
active or the hovered item. Previously it checked if the event is a press
event, which is a hacky way of doing this and limit how the operator can be
used in the keymap.
Now use a operator option to let this be controlled on the keymap level.
Doesn't change any default behavior.
This fixes and reverts commit c7287ffaec
Due to hardcodded keys, the modifier for auto contrain plane did not
work with custom keymaps and was in conflict with other keyitems.
Its usability is also confusing since it cannot be used without
`MOD_PRECISION`
But instead of removing it, it is better to make this modifier compatible
with custom keymaps and keep the conflict.
Keymaps must be customized by the user.
But this is not the case for hardcoded keymaps.
Also the repetition of hardcoded and user-defined keyitems may induce
the user to think they have made a mistake or it is a bug.

The select operator was getting overloaded with functionality
unrelated to selecting the strip at the mouse position.
- Don't save settings, allowing the keymap only to include
non-default options.
- Fix selecting strips overlapping the current frame
overwrite all flags.
Now it's possible to select the material in context menu and new menu to select material.
The patch and workflow has been tested in greasepencil-object branch.

In the industry standard keymap, both deleting objects and collections
were mapped to the same keys causing confusion when only collections
could be deleted through the keymap.
This adds a new delete operator to delete all selected objects and
collections, accessible from both the keymap and context menu. Now any
selected objects and collections are deleted when Delete is chosen from
the keymap. This also updates the tooltip description which was
previously undocumented.

- Combines font and text menu
The goal is to match other edit menus better and match the text editor.
- Remove Shift for drawing poly-lines, just as in the default keymap
- Use consistent hotkeys for size and strength radial controls
- Fix some bugs/missing items from the GP merge
This commit is a full refactor of the grease pencil modules including Draw Engine, Modifiers, VFX, depsgraph update, improvements in operators and conversion of Sculpt and Weight paint tools to real brushes.

There seems to have been no particular great reason why we were activating tools using a tweak event with MMB.
This change makes it so tools are activated with a press event instead.
The current "Select Linked" operator works based on mouse position and
makes no sense to call from the menus and was removed in rBdd9dfadaac9b.
This patch adds an operator independent from mouse position that just
selects all keys to a corresponding point (and adds back menu entries,
adds keymap entry).
The original operator is renamed to 'select_linked_pick' internally
(this is now more in line to how "Select Linked" works for meshes,
curves etc)
