Similar to other bugs caused by ada367a0e9 (e.g.
ff9de2f7da9dcec96692355a67a7e7e280c223a7), the issue is that the object is
tagged for changes before retrieving its evaluated state.
I can't say I fully understand the all the code path for the object conversion
already. However, the change seems to make sense based on the `/* other users
*/` comment right above the change. Also, the selected object is tagged again
further down in my test anyway.

Technically a regression in [0] although it matches behavior prior
to v3.3 going back to 2.7x. The fix for #101883 [1] added a check
for the vertex number changing after the number was zeroed,
causing the shape key to be cleared in most cases.
While the handling of shape-keys in OBJECT_OT_convert wasn't well
defined - clearing the shape-key means in the evaluated coordinates
are always used so it is preferable.
Now the operator ensures the old (un-evaluated) shape-key isn't used.

Removes many of the operators, panels, and menus used exclusively by Grease Pencil v2 that are no longer needed in v3.
No functional changes are expected.
Some operators are still used by the annotations system and have to be kept around. These may be renamed in future.

Supports the `OB_GREASE_PENCIL` type in the "Join Objects" operator.
Each object is merged into the active object one-by-one. This first
combines the layer trees of the source and destination, adds vertex
groups and materials, and appends the drawings to the destination array.
Then internal references are updated: drawing indices in frame data,
mask layer names, layer parents, material and vertex group indices.
The source curves are transformed into the target object space, so their
world position remains the same. Note that animation data is also
transferred to the new object, but __not__ transformed in case of
diverging object- or layer transforms. This is expected and handled the
same way by other object types.

This introduces the concept of an #AttributeFilter. It's used to tell a geometry
algorithm which attributes it should process/propagate and which can be ignored.
We already had something similar before named
`AnonymousAttributePropagationInfo`. However, as the name implies, this was
specific to anonymous attributes. This had some downsides:
* A lot of code had to be aware of the concept of anonymous attributes even if
it did nothing special with anonymous attributes.
* For non-anonymous attributes we often had a separate `Set<std::string> skip`
parameter. It's not nice to have to pass two kinds of filters around and to
have to construct a `Set<std::string>` in many cases.
`AttributeFilter` solves both of these downsides.
Technically, `AttributeFilter` could also just be a `FunctionRef<bool(StringRef
attribute_name)>`, but that also has some issues:
* The `bool` return value is often ambiguous, i.e. it's not clear if it means
that the attribute should be processed or not. Using an enum works better.
* Passing function refs around and combining them works, but can very easily
lead to dangling references.
* The default value of a `FunctionRef` is "empty", i.e. it can't be called. It's
generally more nice to not have a special case for the default value. Now the
default `AttributeFilter` propagates all attributes without any extra handling
on the call-site.

Previously, values for `ID.flag` and `ID.tag` used the prefixes `LIB_` and
`LIB_TAG` respectively. This was somewhat confusing because it's not really
related to libraries in general. This patch changes the prefix to `ID_FLAG_` and
`ID_TAG_`. This makes it more obvious what they correspond to, simplifying code.

This removes the legacy Grease Pencil modifiers from the code.
These should have already been inaccessible from the UI and hidden from
the user. The modifiers have been reimplemented for the new GPv3
data structure.
On top of the modifier code, some other related things have been
removed as well:
* Operators related to the legacy modifiers.
* Keymaps for the legacy modifier operators.
* Some bits of code that used modifier functions.
Some code has to be kept, because it is still used:
* The core line art code, which is used by the new line art modifier. It's
moved to `modifiers/lineart`.
* The DNA structs for the legacy modifiers. They are still needed for
conversion.
* A few kernel functions for the modifiers are kept (also for conversion).

Adding object line art does not work because the wrong source
object (lineart itself is set). `add_type/BKE_object_add_for_data` function
deselects all bases and sets new line art object as active. Get active object
before calling this function to fix this.

This happened because `BKE_object_get_evaluated_mesh` now only returns
the mesh if there are no pending depsgraph updates. However, given that the
ID was tagged for changes before the evaluated mesh was accessed, it looked
like there were missing updates when there were not.
Now the depsgraph tag is only set after the object has actually been modified.

When converting GPv3 object with zero drawings to curves, Blender crashes
due to accessing invalid drawing/offset value.
With `curve to mesh` node, the evaluated `gemoetry_set` had
a dummy GPv3 object data with zero drawings, see
`BKE_grease_pencil_data_update`. Hence, the crash in
`object_convert_exec` while accessing the offset array.

Extract
- Add to Quick Favorites tooltip.
- "Mask", the name of a newly created mask (DATA_).
- "New" in the context of the new mask ID button.
- A few strings using BLI_STR_UTF8_ defines were not extracted.
Take the special characters out of the translation macros.
- "External" menu items from the filebrowser's Files context

- Translate ImportHelper's default confirmation text using the
Operator context, as it uses the operator name which is extracted
with this context.
- "Scale" can be a noun, the scale of something, or a verb, to scale
something. The latter mostly uses the Operator context, so apply
this context to verbs, and the default contexts to nouns.
- "Scale Influence" can mean "Influence on Scale" (tracking
stabilization) and "to Scale the Influence" (dynamic paint canvas).
- "Object Line Art" as type of Line Art to add, as opposed to the
active object's Line Art settings.
- Float to Integer node: use NodeTree context for the node label, as
this is already extracted and used for the enum.

Adds object conversion between Grease Pencil and Curves types.
GPv3 object is converted to Curves by combining all visible layers at
the current frame.
Curves object is converted to Grease Pencil by constructing a new layer
and keyframe with the curves geometry.
The type enum for the conversion operator gets a dynamic function to
check for the experimental flags and only show the enabled Grease Pencil
object types. It does not currently exclude unsupported type
combinations.

Move the public functions from the editors/object (`ED_object.hh`)
header to the `blender::ed::object` namespace, and move all of the
implementation files to the namespace too. This provides better code
completion, makes it easier to use other C++ code, removes unnecessary
redundancy and verbosity from local uses of public functions, and more
cleanly separates different modules.
See the diff in `ED_object.hh` for the main renaming changes.

Previously retrieving a collection from the context like "selected_ids"
would give a linked list of allocated items. Now it returns a vector of
RNA pointers. Though the number of items is typically fairly small,
using contiguous memory and avoiding many small allocations are
typical performance improvements that could still be beneficial
when there are many items. Iteration also becomes much simpler.

As part of #118623, we discovered that the operator used for adding images in the 3D viewport was not the same when drag and dropping as when adding it from the add menu. This lead to different and potentially confusing behaviour for the user when they use both.

This is a migration of the current Line Art modifier to GPv3.
Note:
- The modifier is using the exact same DNA structure as the old one, it's re-defined in a different name. At the moment all the variable names and placement after the `ModifierData` part should stay exactly the same until we do proper versioning of the modifier data and completely remove the GPv2 support.
- Vertex weight transfer feature no longer supports name initial matching ("group" used to match "group1","group2" etc). Now it will only transfer vertex weight from source vertex groups that has the exact same name as specified.

The depsgraph CoW mechanism is a bit of a misnomer. It creates an
evaluated copy for data-blocks regardless of whether the copy will
actually be written to. The point is to have physical separation between
original and evaluated data. This is in contrast to the commonly used
performance improvement of keeping a user count and copying data
implicitly when it needs to be changed. In Blender code we call this
"implicit sharing" instead. Importantly, the dependency graph has no
idea about the _actual_ CoW behavior in Blender.
Renaming this functionality in the despgraph removes some of the
confusion that comes up when talking about this, and will hopefully
make the depsgraph less confusing to understand initially too. Wording
like "the evaluated copy" (as opposed to the original data-block) has
also become common anyway.

Essentially move the Object-handling logic also into
`bke::greasepencil::convert::`. This code will also be needed for
automatic conversion on fileread etc.
It also helps to keep all the conversion logic in one place (especially
since there is going to be way more done at object level - modifiers,
animation, etc.).
Pull Request: https://projects.blender.org/blender/blender/pulls/118384
The `object_to_world` and `world_to_object` matrices are set during
depsgraph evaluation, calculated from the object's animated location,
rotation, scale, parenting, and constraints. It's confusing and
unnecessary to store them with the original data in DNA.
This commit moves them to `ObjectRuntime` and moves the matrices to
use the C++ `float4x4` type, giving the potential for simplified code
using the C++ abstractions. The matrices are accessible with functions
on `Object` directly since they are used so commonly. Though for write
access, directly using the runtime struct is necessary.
The inverse `world_to_object` matrix is often calculated before it's
used, even though it's calculated as part of depsgraph evaluation.
Long term we might not want to store this in `ObjectRuntime` at all,
and just calculate it on demand. Or at least we should remove the
redundant calculations. That should be done separately though.
