Aligns Bezier handles when both handles are of the`BEZIER_HANDLE_ALIGN`
type. If the left handle is selected, then the right one is aligned
with it. The left handle is aligned with the right handle only if the
left handle is not selected.

Moving a strip retiming key at the end of a strip, so that a strip
overlaps another one would leave them overlapped. The expected
behavior is that it acts according to the Overlap Mode, like it does
when moving a strip.

The issue was that the transform code kept non-const pointers into the
position arrays of `CurvesGeometry` for an extended period if time and
changed the positions through those pointers. This is not safe, because
the underlying position array may become shared (e.g. with the
corresponding evaluated object), in which case it's not allowed to change
the position array anymore without making a copy.
Generally, the scope at which some code has multiple access to data
should be as small as possible to avoid this kind of issue.
The solution is to store the positions that are modified by the transform
code in a new array and to copy those back into the `CurvesGeometry`
in one go. This way, the program scope in which the positions may be
modified is more obvious and much smaller.

The Edge Slide code was practically redone to correct errors and to
enable this operator to become a generic transform operator.
The errors are;
1. Unpredictable slide direction when the vertex "slides" over multiple
edges.
2. Incorrect direction when the sliding edge has disconnected faces.
The fixes were:
- When the sliding direction splits into multiple directions, the
chosen target is now the intersection of the destination edge lines
(instead of the average point or a randon point)
- If the edge faces disconnect, the vertex slides in different
directions on each face.
Other changes:
- Use C++ for Array e Vector types.
- Create methods to access or edit struct parameters.
- Use `TransData` to access the initial position of the vertex.
- Acess slide vertice by reference.
Changes:
- Use C++ for Array e Vector types.
- Create methods to access or edit struct parameters.
- Use `TransData` to access the initial position of the vertex.
These changes will allow Vert Slide to be compatible with other
transform "convert_types".
The code checked to see if `v_side` existed to create the drawing, but
the direction can exist without a `BMVert` in the target.
Remove this `v_side` member as there is really no use for it.
This implements layer parenting and layer transforms.
* Adds a new "Transform" panel in the object-data properties with the (local) translation, rotation and scale.
* Adds a new "Relations" panel with the parent property (and also bone name in case the parent is an armature).
* When converting from GPv2 to GPv3, the parent and transforms are converted too.
* Bone names are updated if they are renamed in the armature.
Implementation details:
* The positions in the drawings are always in layer space. During extraction, we transform the positions to object space. Note that this could be optimized further and done in the render engine itself.
* This means that e.g. the selection code (which needs to know where the positions are on screen) now takes this transform into account.
* The layer transform is calculated when accessed (from the location, rotation, scale properties).
* Code that needs to know where the positions are on screen now takes this new transform into account.

This PR adds the material locking functionality from the current grease pencil.
Material locking allows the user to lock strokes with that specific material. Locked strokes cannot be edited.

Use float3, float3x3, and Array for data used for mesh crazyspace
calculation. Propagate the change wherever necessary to not add
more casting to the old C types.
Because `ObjectRuntime` (and therefore `DEGObjectIterData`) became
non-trivial structs, the code that swaps iterators for RNA depsgraph
object iteration had to be changed a bit to be more friendly to C++
memory semantics.

This adds the keybindings, menu, and functionally for the edit mode transform operators to grease pencil v3.
The transform operation include:
* translate, rotate, scale, change opacity, change radius

Currently retiming is quite awkward, when you need to retime multiple
strips strips in sync. It is possible to use meta strips, but this is
still not great. This is resolved by implementing selection.
General changes:
Gizmos are removed, since they are designed to operate only on active
strip and don't support selection.
Transform operator code is implemented for retiming data, which allows
more sophisticated manipulation.
Instead of drawing marker-like symbols, keyframes are drawn to
represent retiming data. Retiming handles are now called keys. To have
consistent names, DNA structures have been renamed.
Retiming data is drawn on strip as overlay.
UI changes:
Retiming tool is removed. To edit retiming data, press Ctrl + R, select
a key and move it. When retiming is edited, retiming menu and
context menu shows more relevant features, like making transitions.
Strip and retiming key selection can not be combined. It is possible to
use box select operator to select keys, if any key is selected.
Otherwise strips are selected.
Adding retiming keys is possible with I shortcut or from menu.
Retiming keys are always drawn at strip left and right boundary. These
keys do not really exist until they are selected. This is to simplify
retiming of strips that are resized. These keys are called "fake keys"
in code.
API changes:
Functions, properties and types related to retiming handles are renamed
to retiming keys:
retiming_handle_add() -> retiming_key_add()
retiming_handle_move() -> retiming_key_move()
retiming_handle_remove() -> retiming_key_remove()
retiming_handles -> retiming_keys
RetimingHandle -> RetimingKey
Retiming editing "mode" is activated by setting `Sequence.show_retiming_keys`.
