A lot of files were missing copyright field in the header and
the Blender Foundation contributed to them in a sense of bug
fixing and general maintenance.
This change makes it explicit that those files are at least
partially copyrighted by the Blender Foundation.
Note that this does not make it so the Blender Foundation is
the only holder of the copyright in those files, and developers
who do not have a signed contract with the foundation still
hold the copyright as well.
Another aspect of this change is using SPDX format for the
header. We already used it for the license specification,
and now we state it for the copyright as well, following the
FAQ:

This hard-coded assumption meant that operators would behave as if
bl_property = "type" was assigned in the operator - when the variable
wasn't found.
Remove the hard coded name. Operators that depended on this now need
to assign bl_property = "type" in the operator class explicitly.
Remove this because it wasn't documented as means operator behavior
could change unexpectedly when renaming a property.
So far it was needed to declare a new RNA struct to `RNA_access.h` manually.
Since 9b298cf3db we generate a `RNA_prototypes.h` for RNA property
declarations. Now this also includes the RNA struct declarations, so they don't
have to be added manually anymore.

Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Operators and their properties are two different types
Previously both operators and their properties are added
causing C operators to access the properties, Python the classes.
Favor consistency in this case so only Python classes are added.
Python wasn't able to set 'OperatorType.prop', which is used by uiButGetStrInfo().
add 'bl_property' to python operators which is assigned to OperatorType.prop when registering.

keyword args for new mathutils types were being ignored when they should raise an error.

An example of how this is useful - an importer mixin could define the filepath properties and a generic invoke function which can run the subclasses exec for each selected file.
