Other minor changes:
- Remove reference to `TMP` environment variable in the `--help` text
as this isn't a posix standard and is noted as something that may be
removed in the future.
- Show WIN32 `TEMP` when showing all help text so it will be included
in the user manual.
This change makes it so build system and update utilities for Blender builds
are using pre-compiled libraries and other resources attached as Git modules
instead of using checkout of SVN repositories in the parent folder.
The directory layout:

The changes about configuring the actual Git sub-modules are not included
into this patch, as those require repository to actually exist before it
can be used.
The assets submodule is enabled by default, and the rest of them are
disabled. This means that if someone runs `git submodule update --init`
they will not get heavy libraries. The platform-specific and tests
related submodules are enabled when using `make update` or `make test`.
All the submodules are tracked: this means that when new commits are
done to the submodule, the blender.git repository is to be updated to
point them to the new hash. This causes some extra manual work, but it
allows to more easily update Blender and its dependencies to known good
state when performing operations like bisect.

These reports were embedded in the window manager DNA,
but they were always cleared when reading it from files. It's clearer
to just not store the reports in files at all. I also moved the reports
initialization and freeing to the constructor and destructor of the
runtime class.
This is the only place `ReportList` was embedded in DNA, so
after this we can move that to use C++ features if we want.

This PR adds a new command line argument to validate all statically
defined shaders. It is useful for platform support to understand
what isn't working.
It only checks statically defined shaders. Dynamic shaders (EEVEE/Compositor)
can still be fail.
The report is printed to console. After checking with windows platform and
triaging we could also add it to gpu debug script. There is a risk of adding it there
as it might crash and don't store any output.

Running background mode now behaves as if the "-noaudio" was passed in.
The -setaudio command now has a "Default" option which can be used
in the rare cases audio playback is desired in background mode. e.g.
blender --background -setaudio Default

`UUID` generally stands for "universally unique identifier". The session identifier that
we use is neither universally unique, nor does it follow the standard. Therefor, the term
"session uuid" is confusing and should be replaced.
In #116888 we briefly talked about a better name and ended up with "session uid".
The reason for "uid" instead of "id" is that the latter is a very overloaded term in Blender
already.
This patch changes all uses of "uuid" to "uid" where it's used in the context of a
"session uid". It's not always trivial to see whether a specific mention of "uuid" refers
to an actual uuid or something else. Therefore, I might have missed some renames.
I can't think of an automated way to differentiate the case.
BMesh also uses the term "uuid" sometimes in a the wrong context (e.g. `UUIDFaceStepItem`)
but there it also does not mean "session uid", so it's *not* changed by this patch.

Update the command line help message to reflect the actual image output

Along with the 4.1 libraries upgrade, we are bumping the clang-format
version from 8-12 to 17. This affects quite a few files.
If not already the case, you may consider pointing your IDE to the
clang-format binary bundled with the Blender precompiled libraries.
* Different fix for Mantaflow linker warnings that works with new OpenVDB.
* Use new linker for arm64 as it no longer produces warnings with latest
Xcode. Still use the old one for x86_64 as some warnings remain.
* Fix wrong x86_64 build target in deps builder.

This reverts #110582 - the workaround is no longer needed, as MS have updated
the version of mesa they ship as part of their compatibility pack, which contains
a workaround on that side instead.
This means that the supported version of OpenGL based on the host GPU is now
correct, bar `GL_ARB_texture_view`.
`GL_ARB_texture_view` is faked for ARM64 devices, as the part that is not
implemented (channel casting) is not used in blender.
This means that ARM64 devices (at least) now report compatibility up to OpenGL
4.6 in the system info export.

The idea is that in the near future shader_builder will run on the buildbot as
part of any regular build to ensure that changes to the CMake doesn't break
shader_builder and we only detect it after a few days.

This effectively reverts [0] which required the installed Blender
along with the `bpy` module to load for the install target to generate
the man-page. It turns out running a full Blender at install time can be
quite involved.
Now the man-page generator runs `blender --help` & `blender --version`,
converting the output into a man-page from a Python script.
Some minor changes have also been made:
- Use PYTHON_EXECUTABLE so the systems Python
(which may not be compatible) isn't used.
- Remove leading blender version from the description
which was unintentionally being included.

Avoid awkward kludges with IMB_init/exit & IMB_ffmpeg_init calls.
The animation player was responsible for calling IMB_exit, not IMB_init,
this complicated drag & drop which needed to re-internalize IMB before
returning.
Delay initializing IMB since none of the other argument handlers
depend on it, make wm_main_playanim_intern responsible for calling
both initialization & exit calls for IMB.
Also expand code comments for ARG_PASS_SETTINGS.
- Add OARS info, <url/> tags and screenshot captions
- Change metainfo file extension from the deprecated ".appdata.xml" to.
- Update bugtracker and help URL tags in metainfo file.
- The metainfo file is now installed.
- The file now passes flatpak validation.
