Some Editors like the Filebrowser or Spreadsheet set up custom masks for
scrollbars (they dont cover the whole region width or height, some rows
or colums are excluded here -- e.g. the "index" column in the
Spreadsheet), this was working fine for drawing, but mouse interaction
was ignoring these custom masks.
Symptoms were that clicking on the "focus bubble" of the scrollbar and
dragging would not result in smooth scrolling [because internally code
would assume the mouse was clicking outside], instead scroll by 1 'page'
was happening [was perceived as a massive lag]. Especially noticable
with many rows/columns (where the "focus bubble" gets small).
So for drawing (`UI_view2d_scrollers_draw`) this wasnt a problem, masks
were passed in for `view2d_scrollers_calc`.
But for interaction (`scroller_activate_init`) `view2d_scrollers_calc`
is called again and a NULL mask was passed.
The already set up rects need to be considered though, otherwise coords
for `mouse_in_scroller_handle` later are not compatible.
To fix this, use existing `View2D` rects fors scrollbars, and pass a
union of those as `mask_custom` to `view2d_scrollers_calc`.
NOTE: this can temporarily extend the `View2D` scrollbar rect by a
pixel, the next draw call will correct this again though.

Allow dragging items from Outliner to other windows. Disables EdgePan
operator when entering new window. Canceling the drop redraws target
area and resets all modal cursors. But this does not fix incorrect
mouse cursor during operations on the remote target window.

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

Word ordering for wmTimer API wasn't consistent.
- Use "WM_event_timer_" / "WM_event_timers_" prefix.
- Rename "wm_window_timer" to "wm_window_timers_process"
because it wasn't clear what the function did from its name.
- Rename "wm_window_process_events" to "wm_window_events_process"
for consistency with "wm_window_timers_process".
No user visible changes expected. The feature is not exposed yet.
For the asset shelf (#102879), design is to use a paginated scrolling
style. That means, that any scrolling will always snap to a multiple of
the page size (the size used when pressing the Page Up/Down keys).
Together with strict region size snapping (implemented in the asset
shelf patch, #104831), this gives a clean scrolling experience where
partially visible rows are avoided (impossible even).
Introduces:
- `View2D.flag` value `V2D_SNAP_TO_PAGESIZE_Y`, which will cause any
scrolling to only use multiples of the page size.
- A custom page size via `View2D.page_size_y` for when the full region
size is not the appropriate page size value.
- API function `UI_view2d_offset_y_snap_to_closest_page()` to enforce
the snapping from outside View2D. The asset shelf uses this to keep
strict scrolling over DPI changes.

A lot of files were missing copyright field in the header and
the Blender Foundation contributed to them in a sense of bug
fixing and general maintenance.
This change makes it explicit that those files are at least
partially copyrighted by the Blender Foundation.
Note that this does not make it so the Blender Foundation is
the only holder of the copyright in those files, and developers
who do not have a signed contract with the foundation still
hold the copyright as well.
Another aspect of this change is using SPDX format for the
header. We already used it for the license specification,
and now we state it for the copyright as well, following the
FAQ:

Code was exposing apparently internal functions to the public header, so
it could reuse it in other View2D files. Worse even, a struct was
defined twice in different source files and they would have to be kept
in sync, just because there is no shared header file.
Such internal header files are useful and don't really cause any harm.
The goal is to solve confusion of the "All rights reserved" for licensing
code under an open-source license.
The phrase "All rights reserved" comes from a historical convention that
required this phrase for the copyright protection to apply. This convention
is no longer relevant.
However, even though the phrase has no meaning in establishing the copyright
it has not lost meaning in terms of licensing.
This change makes it so code under the Blender Foundation copyright does
not use "all rights reserved". This is also how the GPL license itself
states how to apply it to the source code:
<one line to give the program's name and a brief idea of what it does.>
Copyright (C) <year> <name of author>
This program is free software ...
This change does not change copyright notice in cases when the copyright
is dual (BF and an author), or just an author of the code. It also does
mot change copyright which is inherited from NaN Holding BV as it needs
some further investigation about what is the proper way to handle it.
When the height of the editor couldn't fit the sidebar tabs, they would shrink
to a size too small to read the tab label.
This change matches the behaviour with the Properties Editor navigation bar,
by introducing the following improvements:
* Avoid truncating tab labels.
* Allow scrolling when tabs don't fit.
Behaviour is similar to how scrolling works in the Properties Editor navigation
bar, supporting mouse wheel up/down and MMB, and switching tabs with
`Ctrl+Wheel Up/Down`.

operators if the area does not change font size when doing so.
