This was already as a preference for the tweak tool,
this preference enables the option for all selection
in the 3D view & UV editor.
This extends on changes from T96544.
Support for differentiating the tweak tool from the 3D cursor when
select is set to RMB.
This is currently an experimental preference:
Tweak Tool: Left Mouse Select & Drag
When enabled the tweak tool can now tweak the existing selection
without de-selecting first, a single click can be used to replace
the selection.
This matches selection in the graph & node editors.
This preferences is only available with "Developer Extras" enabled.

c9d9bfa84a caused a regression in when
the right-mouse select action was set to "Select & Tweak" (default).
Now the fallback tool works with RMB select as it did before.
Introduce a new keymap preference to navigate into folders by clicking on them once instead of twice.
Makes browsing folders faster albeit non-standard, so keeping this off by default for now.
Does not affect Industry Compatible or other keymaps.
It is still the possible to right-click to open context menu, hold Ctrl or Shift to select multiple items:

This allows most tools to activate on press, removing a small but
noticeable distance between the initial press and detection of a drag
event.
Gizmo tweak no longer actives when Alt is held, to avoid conflicting
with cursor placement.
This has the advantage that the gizmo doesn't get in the way when Alt
is used for activating tools or placing the cursor.
With the LMB select key-map some tools required clicking on a gizmo.
With this preference it's possible to hold Alt and click anywhere.

Expose a key-map preference "Fallback Tool (RMB)",
disabled by default.
The right mouse button uses the fallback tool
(currently visible selection tool in the toolbar),
instead of always tweaking.
When any selection tool is active, right mouse always tweaks.
To enable fallback selection on RMB, set the "Right Mouse Select Action"
to "Selection Tool".
Internal changes:
- Add fall-back key-maps, separate key-maps needed for when the tool is
run as a fall-back. This is needed so RMB-select can support fall-back
tools, so left-mouse can be used when it's the active tool and RMB
can be used as a fall-back action when another tool is active.
- Add options field to tools so tools without gizmos can enable the
full-back tool keymap.
- Support multiple key-maps for keymap handlers.
- Fall-back keymaps now co-exist with the tool-keymaps.
So both keymaps may be active at once - using different mouse buttons.
When gizmos are in use, a highlighted gizmo prioritizes the
tool-keymap over the fall-back keymap.

Use the D-key to access the view menu instead of the Tilda key,
which isn't accessible on some international layouts.
To resolve the conflicts the following changes have been made.
- `D` (motion) opens the view menu.
- `D` (mouse-button) uses grease-pencil (as it does currently).
- `Tilda` is used to for "Object Mode Transfer" instead of the View menu.

Before committing D10224, bundled preset names that are lowercase need
updating to title case for display in the UI. This changes several of
the preset file names to title case, and fixes a couple of other naming
issues in the preset names. A few strings in the code are also changed
to reflect the new filename of the Blender keymap.
