Guillermo Venegas df75f965d0 Refactor: UI: Add uiLayout default operator call context get and set methods ...

This converts `uiLayoutSetOperatorContext` and
`uiLayoutGetOperatorContext` function APIs to objects methods
following recent `uiLayout` refactors.
