No functional changes.

The lack of organization in the values of the constants that indicate
the properties was prone to errors.

One error that can be noticed is that the values of
`P_ORIENT_AXIS_ORTHO` and `P_VIEW2D_EDGE_PAN` were the same.
(not really a problem though)
