Joshua Leung 939a5cb6ee Image Editor: Add active tool button for Annotations (WIP - Event handling not working) ...

This reuses the tool defines for the 3D view. However, for some reason,
the events don't seem to be getting fired off here, like the tool system
is getting ignored here completely.
