Alaska e0cd45d04a Cleanup: Readd important details to Cycles ray offsetting TODO ...

The ray offsetting triangle tests are not numerically identical to
those found in custom BVH implementations.
There was a TODO to fix this, but there was no explaination for why
it should be done. This fixes that.
