This commit moves the Convert World Material checkbox under Materials to a World Dome Light option "under" Lights. Based on feedback this is more intuitive for artists. Previously artists would try unchecking "Lights" and be confused why a DomeLight would still be in their scene. This is only a UI layout change, API remains unchanged.
