Campbell Barton 767a395727 Fix redraws from non-existing scrollbars ...

Cursor motion was often causing redraws.

Distance to scrollbars that don't exist in hidden regions
caused redraws (for alpha fading).

Check if scrollbars are used before calculating fade.
