Previously, newly added Gaussian Blur effect did not blurring at all, since blur sizes were set to zero. Make them default to 9 pixel size blur, which is similar to the amount of blur the Glow effect does by default. Pull Request: https://projects.blender.org/blender/blender/pulls/142851
