All restriction toggles supports: - isolating active element with ctrl click - Recursively set values to child when holding `shift`, except "exclude" property. Now added support for `exclude` property in this PR. When clicked on property of active collection, excute `view_layer__layer_collection_set_flag_recursive_fn`.
