Adds a conversion function for the Tint modifier from GPv2. Also added a unified function for converting the "influence" settings, which is shared between most grease pencil modifiers. Modifier type casting was moved into the conversion functions for individual types to make the switch statement less verbose. Pull Request: https://projects.blender.org/blender/blender/pulls/118465
