Almost all content in the libdir we can regenerate, wintab however is not one of them, and if you generate a new lib folder it's one of the things you have to manually copy back into place. this PR moves it out of the libdir and into /extern Pull Request: https://projects.blender.org/blender/blender/pulls/128873
