Miguel Pozo 3f72c62be6 GPU: Add GPU_max_storage_buffer_size
Needed for #113509.

Using a `size_t` since some GPUs should support >4GB buffers,
but Vulkan exposes the value as a `uint` and Metal as an `int`.
