Update VFX template with minimum changes:
- Replace Timeline with DopeSheet footer.
- Save (with compression). 525kb → 92kb
All changes were done on a release build at 1920x1080, without a
preferences folder.

Implements #144061, part of the Story Tools project #135058
Add a new "Storyboarding" app template, as a quick way to start drawing
on multiple scenes/shots thanks to the VSE Sync Scene setting.
- Created based on the 2D Animation template
- Features an additional Sequencer editor with `Sync Scene` enabled.
- Adds one `Edit` scene used in the Sequencer.
- Adds one Scene asset (`Shot.000`) as example to be used as blueprint,
users can edit it and later add/duplicate in VSE to create new shots.
- Adds two scenes as example (`Shot.001`, `Shot.002`), based on the
included `Shot.000` Scene asset.
Default Edit scene length is 10 seconds, while the shots are 2 seconds
each. The default of 250 frames for each shot was a bit much and didn't
serve as good example in the Sequencer timeline.
One aspect missing is the Scene range overlay from !146165, but that can
be added via versioning.

Maintenance update to the 2D Animation template.
The following changes were made:
- Remove Timeline.
- Enable DopeSheet footer.
- Save (with compression).
- Enable "By Active Tool" in tool shelf. (suggested by the GP module)
- Remove Compositing and Rendering workspaces
All changes done in a 1920x1090 window, factory startup, without a
preferences folder.

Minor update to the Video Editing app template.
The main motivation is to better expose Sync Scene Time which sits in
the footer. This could be done via versioning code, but the existing
Timeline gets on the way and it's not easy to remove via code.
A few other small changes were made without affecting the current
functionality.
The changes are:
1. Show Sequencer footer.
2. Remove Timeline editor.
3. Properties: Hide irrelevant tabs, leave only Render, Output, Scene.
4. Rename Scene to Edit.
5. Rendering: Make `Image` tab active so users can see render slots,
instead of the less useful `Tool` tab.
6. Rendering: Hide irrelevant tabs, leave only Render, Output, Scene.
7. Save.

Part of modernizing scripts in Blender, where the previous convention
was to use percentage formatting which has become the "old" way to
format strings in Python.

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

This commit implements described in the #104573.
The goal is to fix the confusion of the submodule hashes change, which are not
ideal for any of the supported git-module configuration (they are either always
visible causing confusion, or silently staged and committed, also causing
confusion).
This commit replaces submodules with a checkout of addons and addons_contrib,
covered by the .gitignore, and locale and developer tools are moved to the
main repository.
This also changes the paths:
- /release/scripts are moved to the /scripts
- /source/tools are moved to the /tools
- /release/datafiles/locale is moved to /locale
This is done to avoid conflicts when using bisect, and also allow buildbot to
automatically "recover" wgen building older or newer branches/patches.
Running `make update` will initialize the local checkout to the changed
repository configuration.
Another aspect of the change is that the make update will support Github style
of remote organization (origin remote pointing to thy fork, upstream remote
pointing to the upstream blender/blender.git).
