fb7818e55e Python: Create default node tree for new materials and worlds
The motivation is to keep backward compatibility after deprecating
 `material.use_nodes()` and `world.use_nodes`. For example the
following script would behave the same way in 4.5 and 5.0:
```python
mat = bpy.data.materials.new("My new mat")
mat.use_nodes = True
```

4e4976804e Core: Add packed linked data-blocks
This adds support for packed linked data. This is a key part of an improved
asset workflow in Blender.

Packed IDs remain considered as linked data (i.e. they cannot be edited),
but they are stored in the current blendfile. This means that they:
* Are not lost in case the library data becomes unavailable.
* Are not changed in case the library data is updated.

These packed IDs are de-duplicated across blend-files, so e.g. if a shot
file and several of its dependencies all use the same util geometry node,
there will be a single copy of that geometry node in the shot file.

In case there are several versions of a same ID (e.g. linked at different
moments from a same library, which has been modified in-between), there
will be several packed IDs.

Name collisions are averted by storing these packed IDs into a new type of
'archive' libraries (and their namespaces). These libraries:
* Only contain packed IDs.
* Are owned and managed by their 'real' library data-block, called an
  'archive parent'.

1b4daf9d2e Nodes: remove "Use Nodes" in Shader Editor for Object Materials
"Use Nodes" was removed in the compositor to simplify the compositing
workflow. This introduced a slight inconsistency with the Shader Node
Editor.

This PR removes "Use Nodes" for object materials.

For Line Style, no changes are planned (not sure how to preserve
compatibility yet).
This simplifies the state of objects; either they have a material or
they don't.

Backward compatibility:
- If Use Nodes is turned Off, new nodes are added to the node tree to
simulate the same material:
- DNA: Only `use_nodes` is marked deprecated
- Python API:
  - `material.use_nodes` is marked deprecated and will be removed in
6.0. Reading it always returns `True` and setting it has no effect.
  - `material.diffuse_color`, `material.specular` etc.. Are not used by
EEVEE anymore but are kept because they are used by Workbench.

Forward compatibility:
Always enable 'Use Nodes' when writing blend files.

Known Issues:
Some UI tests are failing on macOS

6e67489785 Refactor: use bpy.data.libraries.load(..) for the "Quick Fur" operator
Replace use of bpy.ops.wm.append with the Python equivalent.
This avoids a separate append call for every group.

Also refactor lookups so node-group names only need to be declared once,
then used to populate a named-tuple.

6f1e0a8adf Physics: Decrease thickness of smoke surface emission for small objects
The Smoke Surface Emission is the height of the smoke from the mesh surface.
It is measured in Domain Grid Units, and if the grid unit is relatively big
(compared to the mesh), the smoke emission is huge.

To fix that the Surface Emission was decreased from 1.5 to 1.0. As a result
it is possible to emit smaller smokes (width 2, previously 3).

Further decreasing default value of Surface Emission is not recommended,
as in some cases (too small mesh compared to Grid Unit) will result not
emitted smoke.

e84103d958 Fix #130822: Update built-in Python scripts to use new EEVEE material settings
In Blender 4.3 all the EEVEE Legacy compatibility Python API calls for
materials in were removed. All Python code that makes use of that API
need to be updated to make use of the new API.

This commit updates two built in Python scripts to use the new API
to avoid errors like the one reported in #130822

a7ab81d927 PyAPI: remove use of BaseException
BaseException was used as a catch-all in situations where it
didn't make sense and where "Exception" is more appropriate
based on Python's documentation & error checking tools,
`pylint` warns `broad-exception-caught` for e.g.

BaseException includes SystemExit, KeyboardInterrupt & GeneratorExit,
so unless the intention is to catch calls to `sys.exit(..)`,
breaking a out of a loop using Ctrl-C or generator-exit,
then it shouldn't be used.

Even then, it's preferable to catch those exceptions explicitly.

1a52f2bbab Fix #126924: instable fire simulation by default
The cfl_condition default was changed in 9a0a75eff0 with the intention
of making liquids behave better. However, that degraded the simulations of fire.

Now the property will be set to its old value if the quick smoke operator is used.
Can't think of a great way always use the old value for smoke simulations for now.

0e3b594edb Refactor: scripts under scripts/startup/ to use str.format
Part of modernizing scripts in Blender, where the previous convention
was to use percentage formatting which has become the "old" way to
format strings in Python.

91466f71f1 Fix #91256, #112646: IDProperty UI data lost when changing type
With some data-type conversions we can do a best-effort conversion of
UI data like default values and min and max to the new data type.
This can help to make Python scripts simpler and to avoid bugs like
#105965.

3bd41cf9bc I18n: Go over TIP_ and IFACE_ usages, change to RPT_ when relevant
The previous commit introduced a new `RPT_()` macro to translate
strings which are not tooltips or regular interface elements, but
longer reports or statuses.

This commit uses the new macro to translate many strings all over the
UI.

Most of it is a simple replace from `TIP_()` or `IFACE_()` to
`RPT_()`, but there are some additional changes:
- A few translations inside `BKE_report()` are removed altogether
  because they are already handled by the translation system.
- Messages inside `UI_but_disable()` are no longer translated
  manually, but they are handled by a new regex in the translation
  system.

e955c94ed3 License Headers: Set copyright to "Blender Authors", add AUTHORS
Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.

While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.

Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.

Some directories in `./intern/` have also been excluded:

- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.

An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

072002a672 I18n: translate Quick Fur data
The Quick Fur operator creates a curves object with hair modifiers and
a material.
These modifiers' and material's names can be translated if the user
chose to translate data in the preferences.

Only the modifier names are translated, the node groups are not
because they may be reused instead of appended again.

c7995f3185 Fix #106366: Handle exceptions in add fur operator
Give errors in a few cases:
- The mesh has no UV map
- The faces have no area
- The applied modifier has no curve data (it may have been modified)

Use errors instead of cancelling the operator completely so the
operator can still do something useful when many meshes are
selected and only some fail.

ba4442ef41 Fix #105965: Add fur modifier properties missing UI data
Currently assigning values to IDProperties clears their UI data.
That is fixed by #106161, but that is too risky for 3.5. Instead,
work around the issue by triggering `MOD_nodes_update_interface`
function which recreates the UI data of the modifier properties.

4f18022f80 Fix #105775: Make "Add > Fur" node setup stable with deformation
Move the deform curves with surface node group to last so it affects the
final generated curves consistently (though this will have a negative
performance impact), and make the generate and interpolate modifiers use
the surface mesh's rest positions.

03806d0b67 Re-design of submodules used in blender.git
This commit implements described in the #104573.

The goal is to fix the confusion of the submodule hashes change, which are not
ideal for any of the supported git-module configuration (they are either always
visible causing confusion, or silently staged and committed, also causing
confusion).

This commit replaces submodules with a checkout of addons and addons_contrib,
covered by the .gitignore, and locale and developer tools are moved to the
main repository.

This also changes the paths:
- /release/scripts are moved to the /scripts
- /source/tools are moved to the /tools
- /release/datafiles/locale is moved to /locale

This is done to avoid conflicts when using bisect, and also allow buildbot to
automatically "recover" wgen building older or newer branches/patches.

Running `make update` will initialize the local checkout to the changed
repository configuration.

Another aspect of the change is that the make update will support Github style
of remote organization (origin remote pointing to thy fork, upstream remote
pointing to the upstream blender/blender.git).
