A node would not show the "Collapse/Expand" arrows (caused by
87c011f8bb which moved the drawing code for the input nodes a new
`custom_draw_fn` callback on the socket declaration).

So in order to resolve, make sure we have correct conditions to show the
expander and also make sure we draw the custo buttons in appropriate
places.
NOTE: not sure if there are better ways to achieve the correct UI split
alignment, since we draw with empty labels, I had to flag with
`UI_ITEM_R_SPLIT_EMPTY_NAME` in the new `custom_draw_fn` callbacks.

In the Node Editor itself, you cannot edit a linked Nodetree (add nodes,
drag from a socket etc., so basically no actions allowed).
In the Properties Editor (Material tab) however, where we display the
Nodetree differently (via `uiTemplateNodeView`) and while editing
properties themselves was already disabled, you could still edit node
**links** (thus **adding** nodes to the tree).
This would all be lost on file reload though, so better prevent this.
To resolve, just disable the socket / NodeLink button when looking at a
linked Nodetree.
NOTE: the "not in a linked nodetree" disabled hint is not showing yet,
something I intend to fix in an upcoming PR (it is also not showing this
for properties generally in the node editor).

Node buttons declared with `NodeDeclarationBuilder::add_default_layout`
are not visible in the `uiTemplateNodeView` used for shader nodes among
others. This happens in the Glass BSDF shader node.
The `ui_node_draw_node` was not handling node layout items in case the
node is using a custom socket order.
This was originally fixed in #143781 which was closed accidentally.

Use `BLI_strncpy_utf8` & `BLI_snprintf_utf8` for fixed size buffers in
DNA and screen data structures such as panels, menus & operators.
This could be considered a fix as copying a UTF8 string into a smaller
buffer without proper truncation can create an invalid UTF8 sequence.
However identifying which of these users are likely to run into would
be time consuming and not especially useful.
This converts `eButType` and `eButPointerType` as typed enums.
This improves a bit `uiDefBut` self-documentation by taking an
struct with `ButType` and `ButPointerType` types, instead of
using a single `int` to write both enum types and bit index.
Almost all other `uiDefBut*` functions take just a `ButType`
parameter now.
`uiDefButI` for example is equivalent to:
`uiDefBut({ButType(type), ButPointerType::Int},...);`

The general idea is to keep the 'old', C-style MEM_callocN signature, and slowly
replace most of its usages with the new, C++-style type-safer template version.
* `MEM_cnew<T>` allocation version is renamed to `MEM_callocN<T>`.
* `MEM_cnew_array<T>` allocation version is renamed to `MEM_calloc_arrayN<T>`.
* `MEM_cnew<T>` duplicate version is renamed to `MEM_dupallocN<T>`.
Similar templates type-safe version of `MEM_mallocN` will be added soon

NOTE: For now static type checking in `MEM_callocN` and related are slightly
different for Windows MSVC. This compiler seems to consider structs using the
`DNA_DEFINE_CXX_METHODS` macro as non-trivial (likely because their default

constructible/destructible instead on this compiler/system.

This adds support for panel toggles from 2822777f13
to the materials tab in the properties editor. At the same
time, it also starts making use of layout panels which
offer a more standardized UI than the ad-hoc panels
implementation that was used there beforehand.
Multiple panels of material in properties tab were not
collapsed/expanded when click-dragged over them. This is because wrong
button type for interface-panel. To support multi-drag, button has to be
of type toggle, see: `ui_do_but_ANY_drag_toggle()->

Restriction of the nodes api to clearly define never-null function arguments.
Side effects: some assertions and null-check (with early return) were removed.
On the caller side is ensured to never derefer null to pass argument (mainly in RNA).
In addition, one pointer argument now actually a return type.
By-reference return types instead of pointers going to be separate kind of
change since also imply of cleaning up variables created from reference.
Also good future improvement would be to mark a copy-constructor as
explicit for DNA node types.

This changes the ui-blocks buttons storage from Listbase to Vector.
Major changes that might cause a performance considerations are
in `ui_but_update_from_old_block` that requires to track buttons when restoring
button state between block redraws or in `uiItemFullR` that may needs to insert
uiButs in the middle of the vector to add decorators. This might not be as fast as
removing or inserting elements in the middle of a listbase container. Also buttons currently
don't know its position in the container, so to get the previous and next
button its required to make a lookup of the button in the container.
`UI_block_update_from_old> ui_but_update_from_old_block` restores the state
of buttons between frames, this is done by sequentially testing if a button is the
same as an old button, however since UI can be created procedurally some old buttons
may not be drawn while editing other button data, this requires an extra track of what
buttons may not match to a new button while comparing for restoring state, but still
this buttons may be candidates to match to an new button.
Not functional changes expected.

Currently UI code always has to use char pointers when interacting with
the translation system. This makes benefiting from the use C++ strings
and StringRef more difficult. That means we're leaving some type safety
and performance on the table. This PR adds StringRef overloads to the
translation API functions and removes the few calls to `.c_str()` that

The part that used the context does not seem to be necessary anymore. If the
given tree has any update tag set, the same notifiers will be sent anyway by the
`tree_changed_fn` callback.
If it turns out that we are now missing some notifier, then we have to change
the caller. It either has to call the proper `BKE_ntree_update_tag_*` function,
or create the notifier directly.
This change helps to generalize the concept of propagating changes in original
data, because the context is rarely available.
