Rename modules in `./scripts/modules/` to use an underscore prefix to
make it clear they aren't intended to be part of public API's. This
also means there is no implication that these modules should be stable,
allowing us to change them based on Blender's internal usage.
The following modules have been marked as private:
- `animsys_refactor`
- `bl_console_utils`
- `bl_i18n_utils`
- `bl_previews_utils`
- `bl_rna_utils`
- `bl_text_utils`
- `bl_ui_utils`
- `bpy_restrict_state`
- `console_python`
- `console_shell`
- `graphviz_export`
- `keyingsets_utils`
- `rna_info`
- `rna_manual_reference`
- `rna_xml`
Note that we could further re-arrange these modules
(under `_bpy_internal` in some cases), this change is mainly to mark
them as private, further changes can be handed on a case-by-case basis.

This PR makes it easier to add keyframes for strips in preview.
This works same way as in 3D viewport, using keying sets. Pressing I
key adds keyframe to default keying set, pressing K dhows menu with
available keying sets. For VSE, location, rotation and scale properties
are available for now. Other existing keying sets are not valid for
VSE.
Deleting keyframes and potentially adding more keying sets will be
handled in separate PR.

Always show the 'Available' option in the keyframe menu, so that the
shown menu items are stable. This helps to keep hotkey assignments for
the menu items remain the same.
Note that this isn't a full guarantee yet, as the 'Active Keying Set'
option is also still conditionally added, depending on whether a
keying set was chosen or not. This will be addressed in another
commit.

Make the 'Available' keying set look at the F-Curves for the assigned
slot, instead of the backward-compatible API (which only sees the F-Curves
for the first slot).

The issue was that when applying the keyingsets
`Whole Character` and `LocRotScale & Custom Properties` the
enum property of a rigify rig was not keyed.
The reason it was not keyed was just because
it was not specified in the compatible types in the keying set.
The fix is to just add `bpy.types.EnumProperty` to the list.

The "Whole Character" keying set might fail to insert keys
when a property cannot be resolved.
This occurred on the Ellie rig from the Blender Studio.
The failing property was called "bone gizmo".
The fix is to check if `rna_property` exists.

When passing strings to str.format(..) use `{:s}` format specifier
which only takes strings and wont run `.__str__()` on non-strings.
While `{!s}` is an equivalent to `%s`, for the most part `%s` was
used for strings, so using `{:s}` is clearer and more specific.
Part of modernizing scripts in Blender, where the previous convention
was to use percentage formatting which has become the "old" way to
format strings in Python.

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

This commit implements described in the #104573.
The goal is to fix the confusion of the submodule hashes change, which are not
ideal for any of the supported git-module configuration (they are either always
visible causing confusion, or silently staged and committed, also causing
confusion).
This commit replaces submodules with a checkout of addons and addons_contrib,
covered by the .gitignore, and locale and developer tools are moved to the
main repository.
This also changes the paths:
- /release/scripts are moved to the /scripts
- /source/tools are moved to the /tools
- /release/datafiles/locale is moved to /locale
This is done to avoid conflicts when using bisect, and also allow buildbot to
automatically "recover" wgen building older or newer branches/patches.
Running `make update` will initialize the local checkout to the changed
repository configuration.
Another aspect of the change is that the make update will support Github style
of remote organization (origin remote pointing to thy fork, upstream remote
pointing to the upstream blender/blender.git).
