This PR creates 2 namespaces for VSE code:
- `blender::seq` for sequencer core code
- `blender::ed::vse` for editor code
These names are chosen to not be in conflict with each other.
No namespace was used for RNA.
Finally, file `BKE_sequencer_offscreen.h` was moved from BKE to sequencer.

The general idea is to keep the 'old', C-style MEM_callocN signature, and slowly
replace most of its usages with the new, C++-style type-safer template version.
* `MEM_cnew<T>` allocation version is renamed to `MEM_callocN<T>`.
* `MEM_cnew_array<T>` allocation version is renamed to `MEM_calloc_arrayN<T>`.
* `MEM_cnew<T>` duplicate version is renamed to `MEM_dupallocN<T>`.
Similar templates type-safe version of `MEM_mallocN` will be added soon
as well.

NOTE: For now static type checking in `MEM_callocN` and related are slightly
different for Windows MSVC. This compiler seems to consider structs using the
`DNA_DEFINE_CXX_METHODS` macro as non-trivial (likely because their default
copy constructors are deleted). So using checks on trivially
constructible/destructible instead on this compiler/system.

Instead of passing the `scene`, pass a pointer to the `Editing` struct.
This is the struct that owns the `StripLookup` in its `runtime`
so there isn't a good reason to use the `scene` pointer here
anyways.

All 2D vectors related to image transform code were changed to float2.
Previously, it was decided, that 4x4 matrix should be used for 2D
affine transform, but this is changed to 3x3 now.
Texture painting code did rely on `IMB_transform` with 4x4 matrix.
To avoid large changes, I have added function
`BLI_rctf_transform_calc_m3_pivot_min`.
Main motivation is cleaner code - ease of use of c++ API, and avoiding
returning values by arguments.

Move `Library.runtime` to be a pointer, move the related
`LibraryRuntime` struct to `BKE_library.hh`. Similar to e.g.
Mesh.runtime, that pointer is expected to always be valid, and is
allocated at readtime or when creating a new Library ID.
Related smaller changes:
* Write code now uses standard ID writing codepath for Library IDs too.
* Runtime pointer is reset to nullptr before writing.
* Looking up a library by its absolute path is now handled through a
dedicated utils, `search_filepath_abs`, instead of using
`BLI_findstring`.

This PR adds new RNA properties that deprecate and replace any `sequence` property.
The old prooperties are still there and fully functional, but the description is changed
to indicate that these will be removed in the future and that the new properties should
be used instead.

Previously, rna paths for animation data on strips started with `sequence_editor.sequences`.
This PRadds versioning for the rna paths to make sure to use
the new naming scheme. This does mean that in previous versions of blender,
the animations don't show but the data is not lost (even if the file is saved in the older version).
Also do some cleanup of existing python scripts inside the source to use the
new properties.

Part of the Jan 2025 Code Quality project described in #130975.
This patch aims to improve user-facing messaging when adding effects or
transitions, properly polling them out based on context, and avoiding
unnecessary error messages when possible.
- Rearrange "add Effect Strip" UI in order of required number of
selected strips to create the effect strip, from 0 -> 1 -> 2
- Properly poll out these operators if not enough non-sound strips (i.e.
any strips with video content) are selected.
- Note that this does not require any extra iterations over the
entire seqbase.
- Gracefully avoid errors with trying to add effect/transition strips
when sound strips are part of the selection: for example, when the
user has selected connected strips.
- In these cases, it is clear that the user wishes to operate on
the strips with video content.
- Refactor `seq_effect_find_selected` to fix bugs and account for all
cases, removing TODOs in place. Rename it `seq_effect_get_new_inputs`
to more accurately express its purpose.
- Rename various `last_seq` to `active_strip` to adhere to new conventions
laid out in #132736
- Update UI tooltips for effect, transition, and fades to make their use
clearer.

Part of Code Quality Project outlined in #130975.
This patch eschews warning messages urging the user to "select all
related strips" when copying or creating new metastrips and instead
automatically includes those related strips in the operation.
- Attempting to copy or create a metastrip with no strips selected no
longer delivers a warning.
- When copying strip(s), if there are related effect chains, they will
be automatically selected and included in the copy if the operation
succeeds.
- The decision to select related strips was intentional, as it allows
the user to easily see the entire effect chain and thus which strips
were copied.
- When creating a new metastrip, if there are related effect chains,
they will automatically be included in the resulting metastrip.
- This is done using a new
`SEQ_query_strip_connected_and_effect_chain()` iterator. This
iterator is only used for metastrips, and not copying, since the
user may wish to only copy single strips in a connection, but
connected strips should always stay together in a metastrip/seqbase.

This renames the struct `Sequence` to `Strip`.
While the motivation for this partially comes from
the "Sequence Design" #131329, it seems like this
is a good refactor whether the design gets implemented
or not.
The `Sequence` represents what users see as strips in the
VSE. Many places in the code already refere to a `Sequence`
as "strip". It's the C-style "base class" of all strip types.
This also renames the python RNA type `bpy.types.Sequence`
to `bpy.types.Strip` which means that this technically breaks
the python API.

This is implemented as macro `sequencer.preview_duplicate_move`. New
macro is needed, because different transform operator is called than in
`sequencer.duplicate_move`
Duplicate operator was modified to handle overlap and to delete sound
strips after duplication.
When strip is duplicated in preview, it will be moved to nearest free
channel above original strip.

Tmp field was still used in strip duplication. This was a source of bugs

This is a follow-up to #128363, and fixes up the remaining areas of
the sequencer's code that didn't yet account for slotted actions:
1. Moving strips failed to move their animation with them.
2. Duplicating strips failed to duplicate their animation with them.
3. Deleting strips didn't delete their animation channels with them.
This also takes the opportunity to add depsgraph tagging and
notifiers that were already missing in the pre-slotted-actions
code, for the strip delete and strip paste operators. The absence
of these was making the UI not update and was also causing stale
animation data to get evaluated.

Because we're moving to layered actions, which don't store their
fcurves in a list base, we need to update the places that assume the old
listbase-based structure.
This commit addresses the low-hanging fruit where code was previously
using the `LISTBASE_FOREACH` macro on a listbase of fcurves and it was
fairly obvious how to correctly update the code with minimal changes.
Other cases that either weren't immediately obvious or required
non-trivial code changes (or both) have been left for future PRs.
Additionally, uses of the list base that didn't use `LISTBASE_FOREACH`
were not investigated as part of this PR, whether trivial to update or
not.

Caused by incorrectly using mutable `ListBase` iterator, which caused
adding same strip to meta twice. This caused `next` and `prev` fields
to be set to same value resulting in infinite loop in next iterator.
Since multiple strips can be removed from list in one iteration, collect
these into `VectorSet` and move them in separate for loop.
Also do cache invalidation while strips are in original `seqbase`,
otherwise it can skip invalidation of strips downstream.

Drawing the list of channels on the left side of VSE timeline was taking
surprisingly long time (3.5ms in Sprite Fright Edit v135 on Mac M1 Max).
This PR makes them draw in 0.4ms, i.e. 10x faster, by doing two things:
- Stop "search through the whole timeline" work whenever we need to know
which meta strip (if any) owns some VSE channel. Remember that info in
the "sequence lookup" that already holds data to speedup similar queries
(sequence by name, meta by sequence). I.e. this gains "channel owner by
channel" query hashtable.
- Stop alternating between "regular font glyph cache" and "svg icons glyph
cache" on each channel row, which incurs a draw call / UI batch flush.
Instead, draw all the lock/mute widgets first, then all the channel names.
While at it, simplify code related to sequence lookup:
- Use C++ mutex with lock_guard
- Use BLI Map instead of GHash
- Simplify SEQ_sequence_lookup_tag to just SEQ_sequence_lookup_invalidate
- Remove unused SEQ_get_meta_by_seqbase and SEQ_query_all_meta_strips_recursive

Do not try to kill thumbnail generation job when destroying the cache
(which happens as part of destroying the scene) -- all the code
paths that destroy a scene already cancel outstanding WM jobs. And WM
itself might be gone at that point, so accessing a stale pointer to it
can lead to a crash.
Instead, fix the problem of "refresh sequencer can cause a crash" by
not destroying the thumbnail cache, but merely clearing it in
sequencer_refresh_all_exec.

"seq3" input for VSE effect strips has been there ever since
"initial revision" commit in 2002, with comment "pointers voor effecten"
even. But it has never been used, so remove all code that pretends
to do something with it.

Implementing part of design outlined in #126087.
- VSE thumbnail cache has a new implementation, hopefully simpler
and easier to understand.
- Instead of cache key being a VSE strip, frame index, plus
complicated logic for cache items linking etc.,
- The cache is keyed by media file path (if multiple strips
use the same input file, they will share cache entries), frame
index within media file, and any extra data (e.g. steam index
for multi-steam videos)
- Much reduced cache flickering and strange/weird thumbnail choices.
- Likewise, thumbnails no longer disappear-and-reload on operations
like Undo, dragging new video strip into timeline, or F12 render.
- Thumbnails now load faster.
- Images use dedicated/faster thumbnail loading routines when a
format can do that (e.g. JPG and EXR can).
- Movies reuse ffmpeg decoding context for neighboring strips
that use the same file (as often happens when cutting footage)
- Thumbnail requests are processed on several threads now too.

Adds the ability to connect and disconnect strips in the VSE.
- Connected strips have an icon indicating their status, and attempting
to select one connected strip selects all other connected strips in
that chain.
- If the user attempts to connect a strip that is already connected to
other strips, that strip will disconnect itself from others before
connecting to new strips.
- Preview selection also works in bulk if multiple video strips are
connected together in the timeline.
- When adding new strips from the Add menu or the File Browser, strips
from the same file are connected by default. There's an option to
turn this off in Editing > Video Sequencer user preferences.
- It is possible to individually tweak strips/handles and ignore
connections with Alt+Click.
- This shortcut overrides the old keymap item for "Linked Handle"
selection. The property still exists if people want to use that
shortcut for its old purpose.
- To make sure that connections remain valid even after duplication,
I've added a condition to `seq_new_fix_links_recursive` that also
updates connections using the `seq->tmp` var. (A note -- I've updated
the comment for this field in `DNA_sequence_types.h` because the var
is only used for duplication now. It was once present in
`select_more_less_seq__internal` to be used for linked selection but
is gone now).
- There are also functions to cut one-way links and make sure that
all strips are bidirectionally connected after duplicating.

`RNA_blender_cpp.h` headers to become C++ header files.
It also removes the now useless `RNA_EXTERN_C` defines, and just

Updates the slide operator to be able to do subframe adjustments of
audio strips. If you hold shift while sliding (the S shortcut), it will
start to do subframe adjustments. It is also possible to type in
fractional inputs while in modal mode. (IE start sliding then type 1.5)
Delete operator was shared for strips and retiming keys, which was not
ideal. Operator logic relied on invoke function setting proper context
which was also hidden from users.
Split these operators and make dedicated operators for removing retiming
keys - `SEQUENCER_OT_retiming_key_delete`.
This operator returns `OPERATOR_CANCELLED | OPERATOR_PASS_THROUGH` if
executed in non-retiming context, or no key is selected.

Add new ID_IS_EDITABLE macro that checks if the ID can be edited in the
user interface. Replace usage of ID_IS_LINKED where it is used with this
meaning.
Also add a corresponding ID.is_editable property for Python.
This prepares for the ability to edit some linked datablocks for brush
assets.
