95c2daaac7 Cleanup: Move 3D View dropbox code into own file
There was quite a bit of drop-box code in `space_view3d.cc`. Moving it
to an own file makes files more focused & coherent, and keeps file sizes
more manageable.

084cb40e98 Fix #108722 : Measures not cleared when removing annotation layer
Removing the layer would leave the ruler gizmos on screen, only way to
update was changing to another tool and back. Now remove all
corresponding gizmo ruler items found (also in different windows/scenes)
when removing the ruler annotation layer.

Also add a proper notifier that grease pencil was edited (this way we
also get immediate update when a ruler annotation layer was added --
which was also missing).

2131ef0a20 DRW: Use depsgraph update count to replace view_update
This avoid having to flush explicitely and the need for syncing.
It also removes a lot of complexity in the process.

These updates are not granular and do not need to so much
boiler plate code.

The depsgraph update counter now becomes atomic to avoid
undefined behavior when a depsgraph is being destroyed and
its memory reused (same thinking as the non-copy-on-eval IDs).

I tested some use cases (object update, sculpt update,
shading update) and they are all working.

dd168a35c5 Refactor: Replace MEM_cnew with a type-aware template version of MEM_callocN.
The general idea is to keep the 'old', C-style MEM_callocN signature, and slowly
replace most of its usages with the new, C++-style type-safer template version.

* `MEM_cnew<T>` allocation version is renamed to `MEM_callocN<T>`.
* `MEM_cnew_array<T>` allocation version is renamed to `MEM_calloc_arrayN<T>`.
* `MEM_cnew<T>` duplicate version is renamed to `MEM_dupallocN<T>`.

Similar templates type-safe version of `MEM_mallocN` will be added soon
as well.

Following discussions in !134452.

NOTE: For now static type checking in `MEM_callocN` and related are slightly
different for Windows MSVC. This compiler seems to consider structs using the
`DNA_DEFINE_CXX_METHODS` macro as non-trivial (likely because their default
copy constructors are deleted). So using checks on trivially
constructible/destructible instead on this compiler/system.

2be7586bce Fix the line-width controlling UI element scale & drag threshold
The line-width is used to calculate the `U.pixelsize` which should only
be used to control the size of lines & points.

Update doc-strings to mention the intended use, remove unused defines.

9df6e9214e Fix #135152: crash because of missing gizmo update after closed editor
The visibility of Geometry Nodes gizmos sometimes depends on the
selected nodes in a node editor. Therefore, when the editor is closed,
the set of available gizmos has to be refreshed.

6035447ce5 UI: Select Operator Name Improvements
Different object selection modes show custom names like "Select
(Extend)", but this does not happen for "Enumerate" modes. This PR
shows these modes (on the status bar) with specific names and alters
the title of the resulting menu from "Select Menu" to "Select Object",
"Deselect Object", etc.

d0a6189b50 Refactor: DRW: Centralize and clean up packed normals conversion
Move the code dealing with converting float3 to GPU normals
out of the vertex format header into a separate header. Use a
proper C++ namespace and remove duplication by only using
the more recently added C++ templated conversions.

Most of the diff comes from the removal of the indirect includes
from GPU_vertex_format.hh. A lot of files ended up mistakenly
depending on that.

d6da9710d0 Modeling: Support normalization with locked vertex groups in N-panel
In the Vertex Weights panel of the 3D Viewport sidebar, allow for
normalization of vertex groups when any number of vertex groups are
locked.

As with other normalization operators that handle locked vertex groups,
locked weights are summed, and whatever space is left between that sum
and 1.0 is used to normalize the unlocked weights.

48e26c3afe MEM_guardedalloc: Refactor to add more type-safety.
The main goal of these changes are to improve static (i.e. build-time)
checks on whether a given data can be allocated and freed with `malloc`
and `free` (C-style), or requires proper C++-style construction and
destruction (`new` and `delete`).

* Add new `MEM_malloc_arrayN_aligned` API.
* Make `MEM_freeN` a template function in C++, which does static assert on
  type triviality.
* Add `MEM_SAFE_DELETE`, similar to `MEM_SAFE_FREE` but calling
  `MEM_delete`.

The changes to `MEM_freeN` was painful and useful, as it allowed to fix a bunch
of invalid calls in existing codebase already.

It also highlighted a fair amount of places where it is called to free incomplete
type pointers, which is likely a sign of badly designed code (there should
rather be an API to destroy and free these data then, if the data type is not fully
publicly exposed). For now, these are 'worked around' by explicitly casting the
freed pointers to `void *` in these cases - which also makes them easy to search for.
Some of these will be addressed separately (see blender/blender!134765).

Finally, MSVC seems to consider structs defining new/delete operators (e.g. by
using the `MEM_CXX_CLASS_ALLOC_FUNCS` macro) as non-trivial. This does not
seem to follow the definition of type triviality, so for now static type checking in
`MEM_freeN` has been disabled for Windows. We'll likely have to do the same
with type-safe `MEM_[cm]allocN` API being worked on in blender/blender!134771

1584cd9aa5 Cleanup: Rename point cloud to pointcloud / POINT_CLOUD to POINTCLOUD
Though "Point Cloud" written as two words is technically correct and should be used in the UI, as one word it's typically easier to write and parse when reading. We had a mix of both before this patch, so better to unify this as well.

This commit also renames the editor/intern/ files to remove pointcloud_ prefix.
point_cloud was only preserved on the user facing strings:

* is_type_point_cloud
* use_new_point_cloud_type

dda9a30a83 Fix #134594: Show Overlay FPS in a brighter color
With 5956752eb7 the "red alert" color is in the theme. But it is hard
to select a single color that works well for backgrounds and text
colors. This PR lightens the color when used for text overlay showing
the FPS. This must be quite bright as we favor using a contrasting dark
outline.

568c791e22 Cleanup: Use StringRef for uiBut tooltips
And replace nullptr arguments for tooltips in UI button
creation functions with std::nullopt. Though the distinction
between "no tooltip" and "empty tooltip" doesn't seem to exist,
it seems safer to keep the distinction since it existed with null before.

5956752eb7 UI: Themeable RedAlert, Error, Warning, Info Colors
The "Red Alert" color is currently hard-coded, which causes problems in
themes.  It also has an Enum value of 0, which precludes using this
value as "unset". We also use Error, Warning, and Info colors that are
part of the Info Editor.  This PR moves these out of the Info Editor
and into the "State" part of the theme. And then makes TH_REDALERT use
the TH_ERROR color.

87a4c0d3a8 Refactor: Make Library.runtime an allocated pointer.
Move `Library.runtime` to be a pointer, move the related
`LibraryRuntime` struct to `BKE_library.hh`. Similar to e.g.
Mesh.runtime, that pointer is expected to always be valid, and is
allocated at readtime or when creating a new Library ID.

Related smaller changes:
* Write code now uses standard ID writing codepath for Library IDs too.
  * Runtime pointer is reset to nullptr before writing.
* Looking up a library by its absolute path is now handled through a
  dedicated utils, `search_filepath_abs`, instead of using
  `BLI_findstring`.

Original message:

Add support for dynamic NDOF orbit center calculation.

- When "Auto" NDOF preference is enabled:
  All visible objects in the viewport are used to calculate a
  bounding box center, if the bounds are outside the view or the center
  is behind the viewport, use a Z-Buffer test to calculate the depth in
  the middle of the region.

- When "Use Selected Items" NDOF preferences is enabled,
  calculating the bounds from the selection.

- An option to show the orbit center as a guide has also been added.

2a0ce11104 NDOF: adjust when guides are shown
- Hide the axis guide when not orbiting
  this drew a permanent blue-dot in the middle of the viewport
  which is distracting & unnecessary.

- Hide the orbit center when it's invalid or unused because of
  object/3d-cursor viewport locks.

0f9c2e47e5 Fix #133576: EEVEE: 'offscreen.draw_view3d' projection matrix broken
This was caused by the input matrix not being used.
Instead EEVEE was trying to derive the projection matrix
again based on the actual viewport state. But this state
was not reflecting the input matrix.

To fix this, we remove any camera setup from the rv3d during
the offscreen drawing and set the lens param to 0.
This ensure EEVEE loads the input projection matrix.

a7178e69f4 Fix: Stop View3D FPS Overlay from Jiggling
If "Playback Frame Rate" is enabled (Preferences / ViewPort / Display)
and showing the "Text Info" viewport overlay, then "fps" is shown in
the place of the View Name while the animation is played. Every time
this starts there is a jiggle where the Object Info line is drawn at
the first line instead. This is because the FPS can early exit and not
update the vertical line position. This PR fixes that.
