Calling operators in background-mode always printed with the
assumption that output should never be hidden.
However operators called from `bpy.ops` were also printing reports to
the `stdout` (needed for the Python console and generally useful).
Resolve by adding a flag to signal that the owner of the ReportList
is responsible for printing to the `stdout`.
Python exceptions are now shown in the info editor,
this also resolves an old bug where errors were printed twice.
This was originally based on D9752 by @ShadowChaser although many
changes have been made from the original patch.
Details:
- BPy_errors_to_report no longer prints additional output.
- BKE_report_print_test was added so it's possible to check if calling
BKE_report also printed to the stdout.
- Callers to BPy_errors_to_report are responsible for ensuring output
is printed to the stdout/stderr.
- Python exceptions no longer add a trailing newline,
needed to avoid blank-space when displayed in the info-editor.
Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.

used identifiers.

This patch fixes many minor spelling mistakes, all in comments or
console output. Mostly contractions like can't, won't, don't, its/it's,
etc.

BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

This is often invalid, outdated or misleading
especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

- moved & split `BLF_translation.h` into (`BLT_translation.h`, `BLT_lang.h`).
- moved `BLF_*_unifont` functions from `blf_translation.c` to new source file `blf_font_i18n.c`.
* replace by BLI_snprintf in various places, note _snprintf on windows
does not properly null terminate the string.
* fix overflow in sequencer proxy code due to buffer being smaller than
specified size.
* fix some usage of snprintf as strcpy, this is will go wrong if the
string contains % characters.
* remove BLI_dynstr_printf function in gpu module, use BLI_dynstr_appendf
calling
bpy.ops.wm.read_factory_settings()
... would clear a scripts namespace if running directly, not in a module.
Fix by backing up and restoring the __main__ module.
Also found BKE_reportf wasnt printing all reports in background mode as BKE_report() was doing.
* Now it displays the last report from the global list, not just from operators
* Rather than disappearing when a new operator is run, it stays until it times
out or a new report is added

Now need to investigate report usage with popups. Ideally we can have most
reports non-blocking, so they're less intrusive, only popping up for dire errors.
Problem is many things in Blender right now are marked as RPT_ERROR
when probably RPT_WARNING is more appropriate. Should probably keep
RPT_ERROR for things that demand immediate attention.
