This commit essentially moves allocation of KeyMaps and Operators
PointerRNA data storage to use C++ new/delet, instead of C alloc/free.
Part of the effort to make PointerRNA non-trivial (#122431).

Omit kernel prefix in the names since of the using namespace.

PR #125332 made changes to the format of the version string displayed
on the title bar and in status bar. These changes included not showing
the patch level if zero. Unfortunately this also changes the version
as displayed on the command-line with "--version". This particular
change was approved quite hastily so this PR just reverses that, always
shows zero patch level and therefore shows the command-line version as
before. If we want to hide patch zero we can debate this specifically
later.

This tries to keep to the spirit of task of #124511. Title bar shows
a more detailed version string, while status bar shows more compactly.
"LTS" is included in the long form when defined. Patch version shown
in both detailed and long form but only if non-zero. "Alpha", "Beta",
"Release Candidate" included in long form, but uses " a", " b", " RC"
for short form.

This introduce a new "secret" per-repository property of type password
as described by #121856.
A token or secret may be used by some non blender.org repositories.
This only shows for remote repositories and is shown in the
"Add Remote Repository" popup.
This commit doesn't implement sending to token to the server which will
be implemented separately.

Move all header file into namespace.
Unnecessary namespaces was removed from implementations file.
Part of forward declarations in header was moved in the top part
of file just to do not have a lot of separate namespaces.

Adds a new asset shelf option (`STORE_ENABLED_CATALOGS_IN_PREFERENCES`
option in RNA) to use the Preferences for storing the enabled catalogs.
This way asset shelf types can decide if for their use-case, they want
to synchronize the enabled catalogs over Blender sessions and files, or
keep the stored locally in the file.
This is important because for example on one hand, it would be annoying
if for brush assets you'd have to enable the visible catalog tabs for
every 3D View and every file, while on the other hand you need that
level of control for the pose library where the catalogs the rigger/
animator cares about varies from project to project, character to
character and shot to shot.
Conceptually this also makes some sense: The new brush assets workflow
synchronizes brush assets and their catalogs across Blender sessions
and files, basically making them globally accessible independent of
the current file/project, so treating the enabled catalogs the same
is consistent.

ffmpeg's libswscale is used to do RGB<->YUV conversions on movie reading
and writing. The "context" for the scale operation was being created
and destroyed for each movie clip / animation. Now, maintain a cache
of the scale contexts instead.
E.g. in Gold edit, it only ever needs two contexts (one for reading
source movie clips since they are all exactly the same resolution
and format; and one for rendering the resulting movie).
During playback, on some of the "slow" frames (camera cuts) this
saves 10-20ms (Windows, Ryzen 5950X). Rendering whole movie goes
from 390sec to 376sec.

Support name-spaced add-ons, exposed via user configurable extension
repositories.
Directories for add-ons can be added at run-time and are name-spaced to
avoid name-collisions with Python modules or add-ons from other
repositories.
This is exposed as an experimental feature "Extension Repositories".
Details:
- A `bUserExtensionRepo` type which represents a repository which is
listed in the add-ons repository.
- `JunctionModuleHandle` class to manage a package with sub-modules
which can point to arbitrary locations.
- `bpy.app.handlers._extension_repos_update_{pre/post}` internal
callbacks run before/after changes to extension repositories,
callbacks are used to sync the changes to the Python package that
exposes these to add-ons.
- The size of an add-on name has been increased so a user-defined package
prefix can be included without enforcing shorter add-on names.
- Functionality relating to package management has been left out of this
change and will be developed separately.
Further work:
- While a repository can be renamed, enabled add-ons aren't renamed.
Eventually we might want to support this although we could also
disallow renaming repositories with add-ons enabled as the name isn't
all that significant.
- Removing a repository should remove all the add-ons located in this
repository.
- Sub-module names are currently restricted to `[A-Za-z]+[A-Za-z0-9_]*`
we might want to relax this to allow unicode characters (we might
still want to disallow `-` or any characters that would prevent
attribute access in code).

Happens on Apple M2 platform. Caused by indirectly included queue.h
via tbb, which has its own LIST_SWAP.
Rename our macro to `LISTBASE_SWAP` to avoid conflicts.

<major>.<minor> (sub <subversion>)

Couldn't move two files yet:
* `softbody.c`: The corresponding regression test fails. It seems like the
conversion to C++ changes floating point accuracy, but it's not clear where that happens exactly.
* `writeffmpeg.c`: Is a bit more complex to convert because of the static array in `av_err2str`.
