Removes unused GPv2 functions in blenkernel.
Notes:
- Functions for layer masks are still in use, but annotations never
have layer masks in the first place. Would be good to remove the data
structures so we can remove the functions too.
- Some multi-frame edit functions are also still nominally used, but
multi-frame editing is not an active feature for annotations. This
should also be removed.

This PR implements the Weight Paint tools for GPv3.
Tools:
- Draw, for assigning weight to stroke points
- Blur, smooths out weight using adjacent stroke point weights
- Average, smooths weight using the average weight under the brush
- Smear, like finger painting, drags weights in the direction of the brush
- Sample weight, sets the brush weight to the weight under the cursor
The weights are assigned to the active vertex group. When there is no
active vertex group, a group is automatically created.
When the Auto Normalize option is enabled, it is ensured that all
bone-deforming vertex groups add up to the weight of 1.0.
When a vertex group is locked, it's weights will not be altered by
Auto Normalize.
The PR already supports multi frame editing, including the use of a
falloff (defined by a curve).
The implementation is in accordance with the Weight Paint tools in GPv2.

The main motivation for this is that it's part of a fix for #113377,
where I want to propagate the edit mesh pointers through copied
meshes in modifiers and geometry nodes, instead of just setting the
edit mesh pointer at the end of the modifier stack. That would have
two main benefits:
1. We avoid the need to write to the evaluated mesh, after evaluation
which means it can be shared directly among evaluated objects.
2. When an object's mesh is completely replaced by the mesh from another
object during evaluation (with the object info node), the final edit
mesh pointer will not be "wrong", allowing us to skip index-mapped
GPU data extraction.
Beyond that, using a shared pointer just makes things more automatic.
Handling of edit mesh data is already complicated enough, this way some
of the worry and complexity can be handled by RAII.
One thing to keep in mind is that the edit mesh's BMesh is still freed
manually with `EDBM_mesh_free_data` when leaving edit mode. I figured
that was a more conservative approach for now. Maybe eventually that
could be handled automatically with RAII too.

When reordering vertex groups on a mesh, some cloth properties would
get affected by another group, because they were based on group index
instead of name.
This issue was already handled by
`BKE_object_defgroup_remap_update_users()` for some properties, but
not all.
This commit extends the function for missing properties: Shrinking,
Shear, Internal Springs, Pressure, Self Colllisions and Object
Collisions.

Adds vertex groups and basic operator support to the `GreasePencil` data
block.
Vertex groups in the `GreasePencil` ID are used as the source of truth
for vertex groups names and ordering in the UI. Individual drawings also
have vertex group lists, but they should not be modified directly by
users or the API. The main purpose of storing vertex group names in in a
drawing's `CurveGeometry` is to make it self-contained, so that vertex
weights can be associated with names without requiring the
`GreasePencil` parent data.
Vertex group operators are implemented generically for some ID types.
Grease Pencil needs its own handling in these operators. After
manipulating `vertex_group_names` the `validate_drawing_vertex_groups`
utility function should be called to ensure that drawings only contain a
true subset of the `GreasePencil` data block.
Operators for assigning/removing/selecting/deselecting vertices are also
implemented here. To avoid putting grease pencil logic into the generic
`object_deform.cc` file a number of utility functions have been added in
`BKE_grease_pencil_vgroup.hh`.

Use the standard "elements_num" naming, and use the "corner" name rather
than the old "loop" name: `verts_num`, `edges_num`, and `corners_num`.
This matches the existing `faces_num` field which was already renamed.

"mesh" reads much better than "me" since "me" is a different word.
There's no reason to avoid using two more characters here. Replacing
all of these at once is better than encountering it repeatedly and
doing the same change bit by bit.
Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

Exit the operator code if `DG_LOCK_WEIGHT` flag is set
for active vertex group to avoid painting over locked vertex
group. New function `BKE_object_defgroup_active_is_locked`
created to handle this.

- `edata` -> `edge_data`
- `pdata` -> `face_data`
- `ldata` -> `loop_data`
A deeper rename of `loop` to `corner` will be proposed as a next
step, and renaming `totvert` and `totedge` can be done separately.

* `softbody.c`: The corresponding regression test fails. It seems like the
conversion to C++ changes floating point accuracy, but it's not clear where that happens exactly.
* `writeffmpeg.c`: Is a bit more complex to convert because of the static array in `av_err2str`.
