381898b6dc Refactor: move BLI_path_util header to C++, rename to BLI_path_utils
Move to a C++ header to allow C++ features to be used there,
use the "utils" suffix as it's preferred for new files.

c607ead4b7 Refactor: Makesrna: move generated code further in C++.
This commit moves generated `RNA_blender.h`, `RNA_prototype.h` and
`RNA_blender_cpp.h` headers to become C++ header files.

It also removes the now useless `RNA_EXTERN_C` defines, and just
directly use the `extern` keyword. We do not need anymore `extern "C"`
declarations here.

463c05b341 Extensions: fix missing redraw after setting tags, report adding a repo
- Report when a repository is added since it's not so clear from the
  popup that a new repository has been added.
- Fix for missing redraw after selecting all/none tags.
- Also access the tags property once instead of getting it for each

96906536db Extensions: add a Python API for user editable extension directories
Provide a convenient way to access a writable directory for extensions.
This will typically be accessed via:

  bpy.utils.extension_path_user(__package__, create=True)

This API is provided as some extensions on extensions.blender.org
are writing into the extensions own directory which is error prone:

- The extensions own directory is removed when upgrading.
- Users may not have write access to the extensions directory,
  especially with "System" repositories which may be on shared network
  drives for example.

These directories are only removed when:

- Uninstalling the extension.
- Removing the repository and its files.

f5aaee39d2 Extensions: prevent recursive file removal for corrupt repositories
When removing a repository & files a valid module name was assumed.
While this should always be the case, add an additional check so in
the unlikely event of memory/file corruption (especially `..`)
recursively removing files outside the repository is never allowed.

4712aca2a8 Fix #123682: extension repo URL/access token changes don't re-sync
When changing the URL or access token, re-synchronize remote data
automatically.

This changes automatic synchronization to use a background task that
runs based on a timer instead of a modal operator since the operator
is more intrusive and not so well suited to running based on changes
to RNA.

5f06d3aa17 Extensions: consider system repositories read-only
The following operations have been removed for system repositories:

- Installing from disk.
- Uninstall extensions.
- Delete files (when removing the repository).

Also change the operator to remove a repository so the option to
remove files is now a boolean instead of an enum. While a dynamic
enum can be made to work, this option is logically a boolean.

dc0e559cbb Extensions: remove intermediate operators for upgrade and sync

08df46d7cd Extensions: support token access for remote repositories
This introduce a new "secret" per-repository property of type password
as described by #121856.

A token or secret may be used by some non blender.org repositories.

This only shows for remote repositories and is shown in the
"Add Remote Repository" popup.

This commit doesn't implement sending to token to the server which will
be implemented separately.

c4a0bbb1f4 Extensions: Support online extensions and move add-ons outside Blender
The extensions system allows to extend Blender with connectivity to the internet. Right now it means Blender can
discover and install add-ons and themes directly from the internet, and notify users about their updates.

By default this is disabled (opt-in), and users can enable it the first time they try to install an extension or visit
the Prefences > Extensions tab. If this is enabled, Blender will automatically check for updates for
extensions.blender.org upon startup.

When will Blender access the remote repositories:

* Every time you open the Preferences → Extensions: ALL the enabled repositories get checked for the latest info (json)
* Every time you try to install by dragging: ALL the enabled repositories get checked for the latest info (json).
* Every time you start Blender: selected repositories get checked for the latest info (json).

------------------

From the Blender code point of view, this means that most of the add-ons and themes originally bundled with Blender
will now be available from the online platform, instead of bundled with Blender. The exception are add-ons which are
deemed core functionality which just happened to be written as Python add-ons.

* Changes on add-ons bundling: https://devtalk.blender.org/t/changes-to-add-on-bundling-4-2-onwards/34593

------------------

This PR does the following:

* Move extensions out of experimental.
* No longer install `scripts/addons` & `scripts/addons_contrib`.
* Add `scripts/addons_core` to blender's repository.

These add-ons will still be bundled with Blender and will be always enabled in the future, with their preferences
moved to be more closely integrated with the rest of Blender. This will happen during the remaining bcon2 period.
For more details, see #121830

From scripts/addons:

* copy_global_transform.py
* hydra_storm
* io_anim_bvh
* io_curve_svg
* io_mesh_uv_layout
* io_scene_fbx
* io_scene_gltf2
* pose_library
* ui_translate
* viewport_vr_preview

Extra: bl_pkg (scripts/addons_contrib)

Note: The STL (legacy) add-on is going to be moved to the extensions platform. There is already a C++ version on core
which is enabled by default.

All the other add-ons are already available at extensions.blender.org. To use them you need to:

* Go to User Preferences > Extensions
* You will be greated with an "Online Extensions" message, click on "Enable Repository".
* Search the add-on you are looking for (e.g, Import Images as Planes).
* Click on Install

Over time their maintaince will be transferred over to the community so their development can carry on. If you used to
help maintain a bundled add-on please read: https://devtalk.blender.org/t/changes-to-add-on-bundling-4-2-onwards/34593

9cb3a17352 Linux: freedesktop support for file type association
Support freedesktop file association on Linux/Unix via the command line
arguments: `--register{-allusers}` `--unregister{-allusers}` as well
registration actions from the user preferences.

Once registered, the "Blender" application is available from launchers
and `*.blend` files are assoisated with the blender binary used for
registration.

The following operations are performed:

- Setup the desktop file.
- Setup the file association & make it default.
- Copy the icon.
- Setup the thumbnailer (`--register-allusers` only).

Notes:

- Registering/unregistering for all users manipulates files under
  `/usr/local` and requires running Blender as root.
  From the command line this can be done using `sudo`, e.g.
  `sudo ./blender --register-allusers`.
  From the GUI, the `pkexec` command is used.

- Recent versions of GNOME execute the thumbnailer in a restricted
  environment (`bwrap`) requiring `blender-thumbnailer` to be copied
  into `/usr/local/bin` (synlinks don't work).
  So thumbnailing copies the binary rather than linking and only works
  when registering for all users.

f64f3e8524 Extensions: recursively remove custom-directories on repo removal
Even though there is a dialog users must accept when removing a
repository & directory being removed is shown, it's possible users
assume this only removes files which are part of the repository after
pointing the custom-directory to their home directory or similar.

Removing repositories which point to a custom-directory now only
remove packages and server meta-data to prevent accidents.
