This commit adds the `SCULPT_OT_hide_show_lasso_gesture` and the
corresponding Lasso Hide tool.
* Exposes the selection type for both the lasso and box hide tools
as a option in the header
* Adds functionality into `sculpt_gesture.cc` for handling lasso
selections with the `Outside` selection type
For `SelectionType::Outside`, the current implementation opts to not
do any filtering on the PBVH node level due to cases where the node
is mostly covered by a single gesture.

As part of #118623, we discovered that the operator used for adding images in the 3D viewport was not the same when drag and dropping as when adding it from the add menu. This lead to different and potentially confusing behaviour for the user when they use both.
This patch removes the python operator and unifies the functionality into one operator. It also renames the operator to be in line with the other "Add X" object operators.

Add two snapping increment options: a regular value
(activated with Ctrl) and a precise value (activated with Ctrl+Shift).
These values are separate for 2D and 3D views.

This PR migrates the existing `PAINT_OT_hide_show` operator to the
previously extracted `gesture` namespace performed in #118881
The current operator has support for choosing whether the hide / show
action is performed on every vertex inside or outside the selection
area. This has been added to the common gesture functionality too,
but no common operator property has been exposed for it for the other
Lasso / Box tools to use.
Other modes of the current "hide_show" operator have been split
into separate operators: `PAINT_OT_hide_show_all` and
`PAINT_OT_hide_show_masked`.

This PR implements the Copy and Paste operators for GPv3. The operators
are available in Edit Mode. The Copy operator copies the selected strokes/
points to a clipboard. The Paste operator pastes the strokes/points from
the clipboard to the active layer.
Keyboard shortcuts:
- `Ctrl`-`C` for copy
- `Ctrl`-`V` for paste
- `Ctrl`-`Shift`-`V` for paste in the back (behind all existing strokes)

This PR prepares GPv3 for calculating falloff factors when working in multi frame editing mode.
The falloff popover is added to the UI.
A `float multi_frame_falloff` is added to `MutableDrawingInfo`. This is a factor from 0.0 to 1.0f.
A `retrieve_editable_drawings_with_falloff()` is added to the utility functions, which retrieves the falloff factor for each drawing when
multi frame falloff is enabled.
To avoid a copy, the return type of `retrieve_editable_drawings()` and friends is changed from
`Array<MutableDrawingInfo>` to `Vector<MutableDrawingInfo>`.

This simple operator set the edge sharpness attribute on edges,
either extending the existing values or replacing them completely.
It's meant to make it more convenient to manually control the
sharpness now that there can be more reason to do that after
auto smooth became a modifier.

This PR adds the "Separate" operator from GPv2.

In GPv2 there were three modes: Selected Point, Selected Strokes and Active Layer. For better consistency with meshes Separate Operator, there are now three modes:
- Selected (point or strokes is determined by mode selection)

- By Materials (new)

This adds a visual toggle for sculpt automasking in both regular and Grease Pencil modes.
If no automasking settings are used, use the icon `CLIPUV_DEHLT`, otherwise it is CLIPUV_HLT.

This implements the `stroke_arrange` operator for grease pencil v3.
This behaves the same as `GPENCIL_OT_stroke_arrange` but renamed to `stroke_reorder`.
It should be more clear what the operator does.

This pull request adds the ability for the `propagation_steps` value
for certain automasking settings to be applied globally instead of
using the per-brush attribute.
Previously, while the flag settings were stored at the brush and global
level, the `propagation_steps` value would always change the brush
attribute even when using the global menu.

The recently landed PR #115798has made it so the
hotkey `K` would call `anim.keyframe_insert_menu` with the property
`always_prompt` set to `True`.
This property still defaulted to `False` when called
from the menu leading to inconsistent
behavior when a keying set is active.
Fix it by setting `always_prompt` to `True` for the menu entries.

The previous commit introduced a new `RPT_()` macro to translate
strings which are not tooltips or regular interface elements, but
longer reports or statuses.
This commit uses the new macro to translate many strings all over the
UI.
Most of it is a simple replace from `TIP_()` or `IFACE_()` to
`RPT_()`, but there are some additional changes:
- A few translations inside `BKE_report()` are removed altogether
because they are already handled by the translation system.
- Messages inside `UI_but_disable()` are no longer translated
manually, but they are handled by a new regex in the translation
system.

Make it possible to nest bone collections. The data structure on the
armature is still a flat array. It is organised as follows:
- Sibling collections (i.e. ones with the same parent) are stored
sequentially in the array.
- Each bone collection keep track of the number of children, and the
index of the first child.
- Root collections (i.e. ones without parent) are stored as the first
elements in the array.
- The number of root collections is stored on the Armature.
This commit also contains the following:
- Replaced the flat UIList of bone collections with a tree view.
- Updated the M/Shift+M operators (move/assign to collection) to work
with hierarchical bone collections.
- Updated RNA interface to expose only root collections at
`armature.collections`. All collections are available on
`armature.collections.all`, and children at `bonecollection.children`.
- Library override support. Only new roots + their subtrees can be added
via overrides.

comment, the regex which extracts the unit is greatly simplified.

Disambiguate:
- "Bake Data": can mean "Which data to bake" (verb), or "The data that

Previously, attribute values were only visualized as color overlay in the 3d viewport.
Now it's possible to optionally show the attribute values as text. This can be enabled
in the `Viewer Node` overlay settings in the 3d view.
This is just the first initial version. More work towards making it look better
will be done next.

Split the `armature.collection_assign` operator in two. Before, the
operator could do two things: assign selected bones to the active/named
bone collection, or create a new bone collection with the given name.
This is now split up, where `armature.collection_assign` only assigns to
existing bone collections, and `armature.collection_create_and_assign`
always creates a new bone collection.
This makes the purpose of each operator clearer & more predictable.
- "Frame Step" -> "Number of frames to skip forward while baking each
frame": expand description which was just copying the prop name.
- "b-bone" -> "B-Bone": title case.
- "Volumes Lighting" -> "Volume Lighting": typo.
- "Volumes Shadows" -> "Volume Shadows": typo.
