The goal is to solve confusion of the "All rights reserved" for licensing
code under an open-source license.
The phrase "All rights reserved" comes from a historical convention that
required this phrase for the copyright protection to apply. This convention
is no longer relevant.
However, even though the phrase has no meaning in establishing the copyright
it has not lost meaning in terms of licensing.
This change makes it so code under the Blender Foundation copyright does
not use "all rights reserved". This is also how the GPL license itself
states how to apply it to the source code:
<one line to give the program's name and a brief idea of what it does.>
Copyright (C) <year> <name of author>
This program is free software ...
This change does not change copyright notice in cases when the copyright
is dual (BF and an author), or just an author of the code. It also does
mot change copyright which is inherited from NaN Holding BV as it needs
some further investigation about what is the proper way to handle it.
Related to {D15885} that requires scene parameter
to be added in many places. To speed up the review process
the adding of the scene parameter was added in a separate
patch.

Use a shorter/simpler license convention, stops the header taking so
much space.
Follow the SPDX license specification: https://spdx.org/licenses
- C/C++/objc/objc++
- Python
- Shell Scripts
- CMake, GNUmakefile
While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Previously the default values were left non-zero to avoid having to
update scripts. However, this meant it wasn't possible to setup
non-modal key bindings for smooth & randomize.
Now these operators follow logic of many other operators where setting
the value executes immediately, leaving unset runs modal.
Existing keymaps & scripts will need to be updated.
Addresses issue raised in f4a4ec8425.
Previously these used a gizmo to redo the operator however this
complicated having on-screen gizmos to access tools (see T66304).
Replace this with a generic way to make an operator that only has an
execute function into a modal operator.
This is used for smooth and randomize tools.
Unlike operator gestures, this handles storing and resetting the data.
Currently this only handles edit-mode data, however it's can be
extended to other kinds of data.
-Use distance for Shrink/Fatten Distance
-Use factor for Smooth Factor
-Use Factor for Randomize Uniform and Normal values
-Use Distance for Randomize distance amount
-Randomize Transform Scale was wrongly using distance
BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

This is often invalid, outdated or misleading
especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

Bring back per-viewport localview. This is based on Blender 2.79.
We have a limit of 16 different local view viewports.
We are using both the numpad /, as well as the regular /.
Missing features:
* Hack to make sure lights are always visible.
* Make rendered mode with external engines to support this as well
(probably just need to support this in the RNA iterators).
* Support over 16 viewports by taking existing viewports out of local view.
The code can use a cleanup pass in the future to unify the test to see
if an object is visible (or we can use TESTBASE in more places).
