Christoph Lendenfeld adbafe3b43 Animation: Implement generic slider in graph_slider_ops ...

This patch implements the generic slider from
`ed_draw.c` to the `GRAPH_OT_decimate` operator
This draws a useful UI and enables precision mode and stepping
Overshoot is disabled
The status message is moved to the workspace footer
