Campbell Barton 80393a0eba UV: add rip tool ...

New rip tool matching edit-mesh rip functionality.

Useful as disconnecting UV's, especially for loops is inconvenient
without this.

This uses 'V' to rip, changing stitch to 'Alt-V'.
