Campbell Barton bba5b88b29 Fix #135245: Crash passing a dict for OperatorProperties to RNA funcs 
The code-path for coercing a dictionary to operator/gizmo properties
was being used RNA functions where it's not supported.

Raise a type exception instead of crashing.
