Campbell Barton 665b4dfbad Fix IDProperty comparison warning in debug mode ...

The warning to check if two numbers are nearly equal when comparing
floats didn't take negative numbers into account, causing -1.0 & 0.0
for e.g. to be considered not equal but close.
This also resolves a divide by zero.
