Xavier Hallade e7589f8973 Fix: Cycles: Missing texture transfers in oneAPI backend ...

Since 2cfe2e0bfe, textures were not being
allocated nor transfered to device.

This fix improves the situation reported in
https://projects.blender.org/blender/blender/issues/133953 but is not
enough to make all unit tests pass.
