Jakub Marcowski e1ac2062ec Extern: Update TinyGLTF to version 2.8.21 
- Updated the `tinygltf` lib to version `2.8.21` [1]
- Fixed a typo in the `extern/README` file
- Updated `tinygltf`'s entry in the `THIRD-PARTY-LICENSES.txt` file
