1c29a2e2e5 EEVEE: Rename and move old gtao properties
- Move `gtao_distance` to view layer and rename to
  `ambient_occlusion_distance` (API change).
- Remove `gtao_quality` from the RNA (API change).
- Remove `use_gtao` (unused) from the RNA (API change).
- Rename `gtao_focus` to `fast_gi_bias` in the DNA (no API
  change).
- Rename `gtao_resolution` to `fast_gi_resolution` in the
  DNA (no API change).

4fe75da973 EEVEE: Remove all remaining reference of EEVEE next
This changes the engine identifier back to `BLENDER_EEVEE`.

We keep the `BLENDER_EEVEE_NEXT` identifier around for
versioning reasons (have to detect when it is the active
engine of a older file).

This also rename a bunch of pannels that were using `next`
in their name.

This is a breaking change for Addons compatibility.

e16b6ac3da EEVEE: Add support for view layer overrides
This was a missing features in EEVEE for ages which
was in fact very easy to implement.

EEVEE implements the sample override like the default
`Use` value in Cycles. It always override the sample
count if not 0. Adding a new option for changing this
behavior just like Cycles can be done later while
at the same time making the option more understandable
and its value moved to the blender's DNA.

This PR moves the UI panel to the Blender side to
be shared between Cycles and EEVEE.

b05b0f413c Grease Pencil: Add separate render pass
This PR adds a separate "Grease Pencil" render pass. Once
the "Grease Pencil" option is checked in the passes list, the
Grease Pencil engine will render to a new render pass for various
composition uses.

Notes:

- Occluded Grease Pencil geometry is not rendered.
- In most cases, using an "Alpha Over" with the rest will result
  in the same render as the "Combined" output. The exception is
  when there are Grease Pencil layers that use a blending mode
  that changes the chromaticity of the alpha channel.

1f4cae0c46 Grease Pencil: Filter option in render
This PR adds Grease Pencil type filter in the view layer, so users can
control whether Grease Pencil objects should be rendered or not. When
the option is turned off, Grease Pencil rendering is skipped.

466af92f7a I18n: Disambiguate "Light"
"Light" already has multiple contexts, but some were missing:
- In general, "Light" refers to a Blender Light object. In many cases,
  this comes from an `id_type` enum, already using the ID context. Use
  it also for properties that were missing that context.
- In the context of render passes, "Light" is the actual illumination
  factor, not the light emitor. A new "Render Layer" translation
  context is introduced for this purpose as no existing ones are both
  specific and explicit enough.

52d72d9fbb Fix #122847: Show Transparent Render Pass
EEVEE has a transparent render pass that renders materials where
the render mode is set to blended. This was introduced when EEVEE-Next
was still in development, but was never fully backported.

This PR adds the missing pieces.

b3bf8a4e05 EEVEE-Next: Add back data passes UI and missing passes
The `VIEWLAYER_PT_eevee_next_layer_passes_data` class name was
re-used by mistake for Workbench Next in ba982119cd,
and the actual EEVEE Next class was then removed in 678dc456e3.

This adds back the UI as it was, and the missing passes (Vector and
Position) it referenced.

e955c94ed3 License Headers: Set copyright to "Blender Authors", add AUTHORS
Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.

While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.

Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.

Some directories in `./intern/` have also been excluded:

- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.

An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

2d66a0ef84 EEVEE: Add Transparent Render-Pass option
This renderpass pass outputs alpha blender surface
to allow combining them with the opaque passes.

Limitation: This only supports monochromatic opacity.
Colored opacity will show differently than in combined pass.

5cf365554b I18n: disambiguate a few messages
- "Lens" can be a transparent object used in cameras, or specifically
  its property of focal length
- "Empty" can be an adjective meaning void, or an object type. The
  latter is already disambiguated using `ID_ID`
- "New" and "Old" are adjectives that can have agreements in some
  languages
- "Modified" is an adjective that can have agreement in some languages
- "Clipping" can be a property of a camera, or a behavior of the
  mirror modifier
- "Value" in HSV nodes, see #105113
- "Area" in the Face Area geometry node, can mean a measurement or a
  window type
- "New" is an adjective that can have agreement
- "Tab" can be a UI element or a whitespace character
- "Volume" can mean a measurement or an object type. The latter is
  already disambiguated using `ID_ID`

These changes introduce the new `BLT_I18NCONTEXT_TIME` translation
context.

They also remove `BLT_I18NCONTEXT_VIRTUAL_REALITY`, which I added at
one point but then couldn't find which messages I wanted to fix with
it.

03806d0b67 Re-design of submodules used in blender.git
This commit implements described in the #104573.

The goal is to fix the confusion of the submodule hashes change, which are not
ideal for any of the supported git-module configuration (they are either always
visible causing confusion, or silently staged and committed, also causing
confusion).

This commit replaces submodules with a checkout of addons and addons_contrib,
covered by the .gitignore, and locale and developer tools are moved to the
main repository.

This also changes the paths:
- /release/scripts are moved to the /scripts
- /source/tools are moved to the /tools
- /release/datafiles/locale is moved to /locale

This is done to avoid conflicts when using bisect, and also allow buildbot to
automatically "recover" wgen building older or newer branches/patches.

Running `make update` will initialize the local checkout to the changed
repository configuration.

Another aspect of the change is that the make update will support Github style
of remote organization (origin remote pointing to thy fork, upstream remote
pointing to the upstream blender/blender.git).
