The "Mask" modifier didn't have a corresponding RNA type. The mask settings are already stored as part of the `StripModifierData` which is probably why the type was never added. Nevertheless, having an RNA type means we can define a UI name, description, and icon. Pull Request: https://projects.blender.org/blender/blender/pulls/146039
