In GPv2 there was an option to disable masks during rendering of a viewlayer. This wasn't implemented for GPv3 yet. This needs to change the way the draw calls are created, because we need to skip over drawings at render time. So to do this, we precompute the drawing offsets, then check if we need to skip over it and otherwise create the draw calls. Pull Request: https://projects.blender.org/blender/blender/pulls/120561
