Campbell Barton 3ad82ec5a4 Refactor: path normalize now collapses multiple '..' directories at once 
- Avoid a separate memmove call for each `..`.
- Avoid ambiguous path stepping, where separator literals
  needed to be checked to avoid fence post errors.
- Correct & update the doc-string.
