Refactoring of the color picker popup. This simplifies code, removes cruft, and adds new features. The Hex input is removed from its own tab and placed at the bottom of the layout. The picker circle is made just a bit smaller. "#" added to the hex values. Pull Request: https://projects.blender.org/blender/blender/pulls/125675
