Sybren A. Stüvel 7c281ad13d Cleanup: Anim, reorder action assignment function declarations 
Reorder the Action and Slot assignment function declarations, so that
they are grouped a bit more sensibly.

Of the touched functions, I also replaced `ATTR_WARN_UNUSED_RESULT` with
`[[nodiscard]]`.

No functional changes.
