When your mouse is hovering in the gaps between editors the Status Bar indicates that you can resize and bring up context options. This same gap is also along the outside window edges even though not visible and so shows these options when not applicable. This PR carefully shows the actual area options right up to the edge instead. And also does not show "Resize" for the gap between global areas and the rest.
