When a layer channel is clicked to select inside dopesheet editor, this sets the flag `GP_LAYER_TREE_NODE_SELECT` (i.e. is_selected() to true), It prevents separate layer operation to create a new object for this layer. Pull Request: https://projects.blender.org/blender/blender/pulls/135765
