Casey Bianco-Davis 2f8061c65a Fix #144408: Crash when cancelling primitive tool with automerge on empty drawing ...

The problem was that `automerge` would run even when the
operator was cancelled.
This also fixes a unnoticed bug were unrelated strokes would
merge when the operator was cancelled.
